Duties

At the full performance level GS-12, the major duties of this position include, but are not limited to the following:
1. Directing and overseeing budget, financial management, and internal control programs to ensure responsible stewardship of government resources.
2. Managing administrative operations, including procurement, contracting, property management, payroll, travel, records management, fleet, housing, and office support services.
3. Serving as the primary liaison for human resources functions, including workforce planning. recruitment, staffing, position management, employee relations, and organizational development.
4. Advising leadership on administrative policies, procedures, regulations, and organizational strategies affecting park operations.
5. Planning, developing, implementing, and evaluating park-wide administrative programs, policies, procedures, and internal controls.
6. Collaborating with park leadership to develop annual work plans, budgets, and organizational priorities.

This position is classified as a 4-Supervisor position and supervision occupies less than 25% of the position's time, as incumbent provides administrative and technical supervision to between one (1) and three (3) positions), or only on a seasonal basis.

Qualifications

All qualifications must be met by the closing date of this announcement - 07/20/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

Specialized Experience:

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Providing and overseeing a wide range of administrative services; AND
2) Advising managers and employees on administrative programs and policies; AND
3)
Planning, coordinating, and evaluating organization-wide programs, procedures, and internal controls; AND
4) Analyzing operational effectiveness and implementing improvements: AND
5)
Monitoring business systems and administrative operations to support organizational goals and mission accomplishment.
