30 Day Hiring Model
The Department of Veterans Affairs is implementing a streamlined 30-Day Hiring Model designed to accelerate hiring while maintaining the highest standards of merit-based selection. This improved process reduces traditional hiring timelines by integrating early coordination, faster assessments, and efficient pre-employment actions. Typical duties include but are not limited to:
- Providing budget formulation, justification, and execution; financial management, and financial reporting.
- Managing complete budget formulation and execution for the service involving appropriate funding control points.
- Providing advice and assistance to management concerning determination of training needs, sources of needed training, planning to meet needs, design and presentation of training and evaluation of results.
- Reviewing financial reports and resolves discrepancies with the appropriate accounting office.
- Assisting managers and staff in projecting staffing need, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions.

- Acting as a resource person in planning, reviewing, and revising policies and procedures that impact patient care and affect administrative structure, processes and procedures.

- Maintaining standards to ensure accreditation attained for the target audience of these programs includes the broad range of the medical profession.
- Providing advice and assistance to management concerning determination of training needs, sources of needed training, plans to meet needs, design and presentation of training and evaluation of results.
- Overseeing the management of the Talent Management System (TMS) program.
- Preparing procurement requests, evaluates proposals for work, writes Statement of Works, acts as a Contracting Officers Representative for procurements, and maintains procurement and contracting records.
- Managing contracting and procurement for all procurements that require varying approaches and complexity.
- Selecting organizational approaches and methods to accomplish a complex and varied workload.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
