Summary

This position is located in the Office of Administrative Operations, within the Office of Volunteer Recruitment and Selection, Peace Corps headquarters, Washington DC. As an Administrative Specialist (AS), this position serves as the Office's primary initial point of contact for customer support services. Areas of assignments and support include: Procurement and Financial Support, Administrative Management, Personnel Support, Travel Management, and a variety of other administrative duties.

Duties

The Administrative Specialist performs the following major duties:

  • Assists the Administrative Officer (AO) with preparing and executing the Office budget by using accurate fiscal coding, enters commitments and obligations into financial systems, amending and de-obligating as necessary to ensure real-time accounting.
  • Monitors all invoices, resolving any discrepancies before submitting to the AO for certification.
  • Procures goods or services up to the authorized threshold and in compliance with the Federal Acquisition Regulation (FAR).
  • responsible for vendor data management. With vendors on documents to enter new vendor data into Odyssey and ensures existing information is accurate.
  • Compiles and procures requests for office supplies, equipment, advertising, recruitment materials and performs similar office administrative and maintenance duties.
  • Leads the annual Records Management clean-up exercise and maintains his/her 'owned' records according to the Records Management Guide and Naming Conventions.
  • Serves as Timekeeper and is responsible for managing timekeeping records and documents. Ensures compliance with time and leave policies and procedures and advises staff and supervisors.
  • Conducts some HR processes to include onboarding and exiting of staff, reviewing selection memos, and HR paperwork for accuracy in preparation for final review by the AO. Ensures accurate submissions to HQ within specified timelines.
  • Works with staff to establish Travel Authorizations for certification by the AO.
  • Monitors vouchers and/or claims resolving any discrepancies while being processed.
  • Ensures Travel Authorizations and Travel Vouchers are submitted to the AO's with no errors.

  • You must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination.
  • Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees.
  • All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
  • This position requires a Public Trust background investigation.
  • This is a bargaining unit position.
  • A one-year probationary period is required.
  • This position may require occasional travel.
  • The initial appointment to this position cannot exceed five years.

Qualifications

All qualification requirements must be met by 11/13/2024. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:

This vacancy is being announced at two grade levels:

FP-7
Specialized Experience at the FP-7 (GS-7): To be minimally qualified for this position at the FP-7 gradelevel, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-9 or GS-5 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Knowledge and skill in understanding the budget process and using agency financial systems; Working knowledge of Federal Acquisition Regulations, appropriate Code of Federal Regulations, contracting and procurement administration and policies relevant to COR Level I training; and Working knowledge of organizational, administrative and time management skills to accomplish heavy workloads.

FP-5
Specialized Experience at the FP-5 (GS-9): To be minimally qualified for this position at the FP-5 gradelevel, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-7 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experienced use of Federal Acquisition Regulations, appropriate Code of Federal Regulations, contracting and procurement administration and policies relevant to COR Level II training; Knowledge and skill of the budget process and using agency financial systems; Thorough knowledge of organizational, administrative, human resources and time-management skills, and Knowledge of Travel Authorization policies and agency's procedures to provide travel management services.

Time-in-Grade Requirements:

You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.   • Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade.

Education

Undergraduate and Graduate Education:

One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

The minimum and maximum salaries listed on this announcement do not include locality pay. Salary will be adjusted in accordance with the locality pay of the duty location after selection.
