Summary

This position is located in a regional office of the Office of Labor-Management Standards (OLMS). The position is responsible for completing assigned projects associated with a wide variety of administrative and analytical duties related to regional finances, human resources, and administrative services.

One vacancy to be filled per region (see duties section below); final duty stations will be determined upon selection.

Duties

***There are two vacancies total. One vacancy to be filled per region. Selectee will be expected to report in person to one of the following locations:

  • Southern Region - Washington, DC; Atlanta, GA; New Orleans, LA; Nashville, TN; or Dallas, TX
  • Central Region - Chicago, IL; Detroit, MI; Cincinnati, OH; Cleveland, OH; or Milwaukee, WI
Pay to be set based on the locality pay area of the Duty Location. Final duty stations will be determined upon selection.

Duties:
  • Conducts studies and analyses on factual or procedural matters relating to OLMS programs and administrative operations in the region. The analyses require gathering data; resolving problems with data; tracking progress in meeting objectives; analyzing problems; and recommending solutions.
  • Provides advice and guidance to managers and employees concerning various routine human resources issues.
  • Assists management with HR processes, requirements, and deadlines related to performance management, awards, recruitment, training, etc. Collects data, troubleshoots problems, and prepares reports as needed.
  • Assists managers, as needed, with onboarding of new hires. Provides administrative training to new hires to familiarize them with Department of Labor (DOL) administrative systems and procedures. Additionally, assists managers with separation requirements when employees separate and/or transfer from OLMS.
  • Performs and reviews tracking and evaluation of regional administrative programs including but not limited to staffing, budget, asset management, space management, mail management, safety and health, General Services Administration (GSA) fleet vehicles, training, telework, administrative services etc. in order to prepare periodic reports and respond to data calls for the national office, as requested.
  • Serves as a regional timekeeper and assists employees with time and attendance issues. May be required to conduct leave audits directly for regional employees and provide findings to the manager and/or HR for resolution.
  • Maintains and tracks the district office and regional property report. Ensures the maintenance of inventory controls and property transactions. Ensures that appropriate forms are completed in a timely manner to reflect transfer and/or disposal of property.
  • Prepares directives, memoranda, policy statements, and other written guidelines and recommendations for review by management.
  • Prepares and processes standard correspondence associated with the OLMS delinquency program.
  • Evaluates and compares the national office delinquency list with field office records, including cross-referencing referrals with active cases in the district, to update as necessary. Cancels delinquency case referrals and opens cases in accordance with the OLMS delinquency program and operations manual.

Qualifications

You must meet one of the following to qualify for Administrative Specialist, GS-0301-09 as described below.

Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience includes at least three (3) of the following:

  • Experience with rules, regulations, methods, procedures and/or practices in administrative area(s) (i.e. budget, finance, procurement, safety/health, records, travel and/or human resources);
  • Analyzing administrative programs or functions and/or recommending process improvements;
  • Identifying and revolving administrative issues and problems; and/or
  • Preparing letters, reports, analysis and/or other documents on administrative matters.

OR

Education: Applicants must possess a Master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D, if related, that provides the knowledge, skills and abilities necessary to do the work of this position;

OR

Combination of Education and Experience: Applicable graduate education and specialized experience as defined above. The total percentage must equal at least 100%. This must be fully supported by your resume and transcript(s).

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
