Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
- Experience and Education:
- (1) Experience: Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
- (2) Education: One year above high school; OR,
- (3) Experience/Education Combination: Equivalent combination of experience and education are.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Experience. One year of experience equivalent to the [GS-5] grade level.

Preferred Experience: The AMSA chief responsibility is to have expertise knowledge of scheduling and clinic functions which include demonstrated proficiency with the use of the surgical package software which is designed specifically for data collection for surgical procedures. Additionally, the incumbent must have expertise knowledge regarding the VHA Directive 2010-027 Outpatient Scheduling Processes and Procedures. The AMSA must be able to review patient information and clinic schedule lists to determine whether patients are vested, recognizing, and educating providers about shared patients (those who receive their care at multiple VA's or those who have care in the community) and bringing any issues regarding patient care, patient scheduling, access issues or Operating Room (OR) functions to Service Leadership. The incumbent must ensure quality assurance for all work produced or completed within OR and referring Surgery Service(s). The incumbent serves as the AIS coordinator for Surgery Service & the OR. The individual is responsible for effectively integrating and managing the Surgical Package and code manager, designed specifically for the surgery program at the Salisbury VAMC. Responsibilities include obtaining, managing, and using information to enhance and improve individual and organizational performance, patient care, and patient tracking. Ability to collaborate, communicate, set priorities, and organize the work to meet deadlines, ensuring compliance with established processes, policies, and regulations. Ability to communicate tactfully and effectively, both orally and in writing, to meet program objectives. This may include assisting in preparing reports in various formats and forwarding data to Surgery Service leadership. Advanced knowledge of the technical health care process as it relates to access to care. Advanced knowledge of managing OR scheduling functions. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within the OR scheduling environment. Advanced knowledge of policies and procedures associated with operational support of the Operating room, CPRS, VISTA, and appointment management. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
The full performance level of this vacancy is GS-6.
Physical Requirements: SeeVA Directive and Handbook 5019. This is mostly a sedentary position. There was be some light lifting up to 25lbs, bending, standing, stooping, walking. This position will require you to work in from of a computer screen for 90% of your day.
