Duties

The APN is a licensed independent practitioner with advanced education and national certification who provides evidence-based care for a population of patients.

Major duties and responsibilities of the position:
1. Executive Leadership & Strategic Oversight

  • Provides leadership and accountability within Chief of Staff service line, providing oversight to the following areas: Group Practice Management, Data Analytics, Clinical Health Informatics Office, Whole Health, and Clinic Profile Managers (CPM), ensuring alignment with facility strategic goals and VISN/VA directives
  • Integrates administrative and clinical functions across assigned areas to enhance efficiency, reduce redundancies, and support a seamless continuum of care
  • Collaborates with service chiefs to implement data-driven strategic planning initiatives, leveraging advanced analytics to guide operational decisions, productivity management, organizational design, and patient access improvements
  • Serves as a key contributor to the medical center's strategic and business planning processes, ensuring that assigned programs support organizational readiness, workload forecasting, and resource optimization
2. Group Practice Management (GPM)
  • Oversees physician practice operations, panel management, and clinic flow optimization
  • Ensures compliance with national GPM standards, productivity expectations, scheduling practices, and patient access requirements
  • Partners with clinical leaders to develop provider practice models, staffing projections, and performance measures
3. Data Analytics & Informatics Integration
  • Directs the Data Analytics team to support facility wide reporting, dashboards, forecasting, and decision support tools
  • Works collaboratively with CHIO to advance informatics maturity, EHR optimization, safe use of ordering systems, and clinical decision support functions
  • Guides the development of standardized metrics across all assigned programs to evaluate quality, access, timeliness, patient experience, and performance improvement
4. Clinic Profile Managers (CPM)
  • This position assumes executive responsibility for Clinic Profile Manager (CPM) oversight, a key function documented as essential to clinic setup, profile design, template governance, care-delivery modalities, consult workflows, documentation trends, clinic utilization monitoring, and timely capture of performance measures. CPM­led processes-such as grid design, schedule accuracy, utilization reporting, and workload capture-require aligned physician leadership to ensure that templates and operational workflows appropriately reflect clinical intent and Veteran care needs
  • Oversees coordination across scheduling infrastructure, provider templates, modality design (face-to-face, virtual, telephone), performance measure monitoring, and compliance with VA Central Office clinic-profile directives. This ensures that scheduling, clinical staffing, workflow design, and access governance function cohesively and consistently across all departments
5. Clinical Practice (50% FTE)
  • Maintains clinical privileges and provides direct patient care in the incumbent's specialty
  • Models professional excellence, patient-centered communication, and clinical integrity consistent with VA standards of practice
  • Serves as a clinical subject matter expert, mentor, and consultant for providers and trainees across the facility
6. Human Resources & Workforce Development
  • Ensures proper hiring, onboarding, competency maintenance, performance evaluation, rewards/recognition, and professional development across assigned programs
  • Partners with HR, labor relations, and union representatives to maintain positive labor­-management relationships
  • Encourages continuous learning, innovation, and high-performance work systems.
7. Communication & Collaboration
  • Represents assigned programs at medical center, VISN, national workgroups, and committees
  • Maintains open, diplomatic communication with facility leadership, affiliate institutions, Veterans Service Organizations, staff, and other stakeholders
  • Promotes transparency, trust, and shared ownership of performance and organizational success

Qualifications

Advanced Practice Nurse (Nurse Practitioner) Basic Requirements

  • Education: A post-master's certificate or master's or doctoral degree as a Nurse Practitioner. (Applicants pending the completion of educational requirements may be referred and tentatively selected but may not be hired until the education requirements are met.) Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
    • The Accreditation Commission for Education in Nursing (ACEN) or
    • The Commission on Collegiate Nursing Education (CCNE).
    • NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.
  • License and Certification:
    • License. All APN (NPs) must possess and maintain an active, current, full, and unrestricted APN license to practice as an NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
    • Basic Certification. All APN (NPs) must maintain full and current board certification in an area of clinical specialty from one of the following: the American Nurses Credentialing Center (ANCC), American Academy of Nurse Practitioners Certification Board (AANPCB), or other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared.
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and an APN (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
  1. APN (Nurse Practitioner) IV.
  1. Scope. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.
  2. Education and Experience Requirement.
      1. Meets basic education requirement for an APN (NP)
AND
      1. Four years of APN (NP) experience, one of which is specialized experience equivalent to Nurse Ill
AND
      1. Meets all Nurse IV dimension requirements.
  1. Dimension Requirement. APNs (NPs) at Level IV must meet ALL the following dimension requirements:
      1. Practice. Practices at an associate executive level, utilizing clinical, leadership and administrative skills, demonstrating continuing responsibility that influences the organizational mission, health care delivery and policy at the local and/or regional level.
      2. Outcome Focus. Leads the application of clinical/business models, incorporating research/evidence-based practices, designed to achieve and sustain excellence in the delivery of health care at the service and organization levels.
      3. Leadership. Creates and implements a shared vision and successfully leads change to improve organizational performance and attain measurable performance outcomes.
      4. Professional Development. Establishes innovative, current and future healthcare delivery models, policy/regulation and governance to cultivate a healthy culture, improving health outcomes.
      5. Professionalism/Collegiality. Facilitates effective relationship management, communication, customer service experiences and negotiation across diverse cultures using a broad range of technology platforms to influence, inspire and motivate others within their program/service or beyond.
Preferred Experience: Leadership experience, demonstrated skill in informatics, results driven operations, strong communication, negotiation, and stakeholder engagement abilities

Physical Requirements:
It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all fulltime, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. This position requires that you are able to lift at least 50 lbs. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on organizational needs. Must complete annual Employee Health requirements, such as annual Influenza vaccination, TB screening or testing, as a condition of employment.
