Summary

About the Position: This position is with the Defense Health Agency, Naval Hospital Camp Foster, Directorate of Clinical Support, Public Health, Okinawa, Japan.

ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.

PERMANENT CHANGE OF STATION (PCS) and Living Quarters Allowance (LQA) are not authorized for this position.

Duties

  • Independently performs physical examinations for job certifications, targeted medical surveillance examinations due to hazard exposures in the workplace, and treatment, referral and follow up of occupational injury and illnesses.
  • Independently performs therapeutic interventions including but not limited to injections, immunizations, suturing and wound care, incision and drainage of superficial infections, and follow up of simple sprains, strains or fractures.
  • Performs Reproductive Health evaluations for male and female workers who are within childbearing age, recognizing fertility and pairing, teratogenic, and/or mutagenic effects of occupational hazards.
  • Performs work site visits on a routine basis (a minimum of once a month) to become familiar with work processes, hazardous exposures, physical and mental stressors of various jobs, and required personal protective equipment.
  • Collaborates with supported command leaders, safety officers, and industrial hygienists, to validate worker enrollment in medical surveillance programs, trending a medical surveillance finding, and occupational injury and illness data.
  • Participates in departmental continuous improvement programs and processes.

  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the education and experience requirements described below. EDUCATION: Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program.

LICENSURE: Applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: At least one year of experience equivalent to the GS-11 grade level in the Federal Service which includes performing adult primary care, preventive health exams, physical examinations for job certifications; Evaluating and interpreting laboratory, x-ray, and other ancillary tests in the context of potential work hazards; Making recommendations to management regarding the fitness for duty of workers; Identifying any work restrictions necessary to ensure the safety of the worker for public safety; Counseling workers regarding any abnormal examination or test finding requiring follow on medical attention, including non-occupational related findings.

Education

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

  • Direct Deposit of Pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
