ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data, such as safety of navigation, terrain, elevation and gravity, to help users visualize what is happening at a particular place and time.
Aeronautical Analysts analyze and exploit worldwide aeronautical source and imagery in support of safety of navigation and national intelligence goals and requirements. They collaborate with partners and co-producers to ensure that databases and products contain current navigation and intelligence information. These analysts apply international certification standards to ensure the quality, accuracy, and currency of data and products

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to SCI. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated experience and application of operational aviation knowledge and skills that require an understanding of air navigation principles, publications, airspace and/or airfield infrastructure and operating procedures.
2. Demonstrated experience making sound decisions even with limited data or uncertain consequence.
3. Demonstrated ability to organize and utilize time and resources efficiently and effectively to achieve desired results, consistent with the organization's goals and objectives.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Aeronautical Science, Commercial Aviation, Flight Science/Education, Air Traffic Control (ATC), Air Traffic Management, Unmanned Aircraft Systems, or other related degrees that includes actual or simulated aeronautical experience mandated with the curriculum along with a thorough knowledge of domestic and international air navigation principles as well as airspace, air infrastructure, and flight operations.

B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of completed coursework in Aeronautics, Aerospace Engineering, Aerospace Studies, Geospatial Information Systems, Global Security and Intelligence, Cartography, Homeland Security, or other areas related to aeronautical navigation and operations plus a minimum of 250 hours of flight experience as a pilot, co-pilot, navigator, or flight instructor -OR- a minimum of 3 years of civilian or military work expertise as an air traffic controller, flight dispatcher, flight or ground school instructor, mission planner, Aeronautical Information Specialist, Terminal Enroute Procedural Specialist (TERPS), or other field which provided an understanding of air navigation principles, operations, publications, airspace, and/or airfield infrastructure.

C. Experience: A minimum of 6 years of work experience within an analytical occupation that involved the acquisition , collection, analysis and evaluation, extraction and population, and maintenance of Geospatial or Safety of Navigation related databases -OR- hold an FAA credential in an Aeronautical work role involved in the acquisition, collection, analysis and evaluation, extraction and population, and maintenance of Geospatial or Safety of Navigation related databases.

PHYSICAL REQUIREMENT: Distinguish principal colors; Stereopsis ability required for assignments that require the use of stereo imagery; Near visual acuity of 20/60 or better with or without corrective lenses
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated knowledge of analytical methodologies and/or techniques relating to aeronautical sources, data or imagery.
2. Demonstrated experience with applying certification standards to ensure quality, accuracy, and currency of data.
3. Knowledge of Database operations, maintenance, building and coding, especially PostGres; Database Scripting and programming (Use of Python and SQL); Cloud based technology and methodology.
4. Demonstrated expertise in the utilization of Department of Defense (DoD) suite of aeronautical navigational products and data.
5. Demonstrated experience analyzing and resolving complex problems within the field of aviation.
