Summary

he Specialty Crops Inspection (SCI) Division is responsible for developing U.S. grade standards and providing inspection, grading, certification, and audit-based services nation-wide on a user-fee basis for fresh and processed fruits and vegetables and related products. In this Branch Chief position, you would be responsible for oversight of all Standardization Branch operations and activities, including technical oversight of standardization activities as well as supervisory duties and tasks.

Duties

  • The duties may include, but are not limited to:
  • Plans and directs the standardization program throughout the United States for fresh and processed fruits and vegetables and other commodities assigned to the division.
  • Oversees the Branch’s development and revision of grading manuals, inspection instructions, and visual aids for U.S. grade standards
  • Maintains contact and consults through various methods in the continuing evaluation of U.S. grade standards to determine the need for revision of existing or development of new standards.
  • Makes general and specific work assignments related to the standardization program, reviews work of subordinates, both in progress and upon completion
  • Determines the workload and the number of subordinates needed to achieve the mission of the Standardization Branch.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Facilitates the promotion and direction of policy and procedures for grading operations for fresh and processed fruits and vegetables to ensure expeditious and uniform delivery of services.
  • Provides guidance, training or oversight of inspection policies and procedures relating to grade standards to other staff.
  • Conducts research or investigations on the processed and fresh fruit and vegetable industry to identify areas for proposed revisions to or new grading standards.
  • Partners with program management to identify areas where additional resources (personnel, funds, training, or similar) are needed to support efficient grading operations.
Note: There is no education substitution for this grade level.
