Summary

You will serve as Program Coordinator responsible for the planning, developing and directing International Services (IS) Action Programs policy and operations, aiming to safeguard against the introduction or reemergence of exotic plant and animal pests and disease that pose severe impact to U.S. agriculture production and damage export markets. The Pacora, Panama facility is expected to be your duty assignment for the duration of this appointment.

Duties

  • The duties may include, but are not limited to:
  • Supports the U.S. government’s contribution for the technical operation and management of the New World Screwworm mass rearing facility dispersal operations, and field surveillance program in Panama.
  • Provides support and direction for the production of the requested number and quality of sterile insects to meet requests of the Agency.
  • Support operational implementation of field operations for emergency response to outbreaks and/or detection and control activities.
  • Resolve fly production and field operation issues related to Sterile Insect Technique, Biological Operations, Dispersal Operations and Surveillance Operations.
  • Provides U.S. Commission and Technical Directors with timely required and ad-hoc reporting and recommendations for action, when posted at facilities operated by bilateral or trilateral Commissions.
  • Ensures that required resources are available to meet the mission, objectives, and goals of the U.S. government, the Department of Agriculture, and APHIS in accordance with established policies, regulations, procedures, directives and guidance.
  • Assists in the Development of protocols, procedures, and guidelines to be implemented during regular operations and emergency response activities.
  • Ensures that all Production and Field Operation personnel are properly trained and informed about procedures and safety standards.
  • Ensures that safety policies and emergency contingencies are in place and emergency drills are conducted at regular intervals.
  • Assists the Technical Director overseeing the work of locally employed personnel including supervisors and workers.
  • Assists the Technical Director to draft annual Biological, Dispersal Center and Field Operations budgets.
  • Assists in preparation of responses to industry, Embassy, foreign government, US Cabinet and Congressional correspondence and inquiries.

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • Selectee will be subject to a pre-employment medical statement and/or exam.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
  • Work inside the Production facility involves 80% standing or walking. Proper clothing and protective gear (overalls, facemask, boots and hard hat) are supplied for work inside the production facility.
  • Entering and leaving the Production Plant requires following biosecurity protocols such as changing clothes and showering upon leaving the facility.
  • Exposure to ammonia (35 - 80 ppm) or other odor gasses within OSHA limits, a range of temperatures (4 - 42 ºC; 10 - 104 ºF), and enclosed spaces without windows.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of education and experience: post high school education with courses equivalent to a major, which is defined as 24 semester/36 quarter hours, in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position, PLUS appropriate experience or additional course work.

Selective Placement Factor:
This position requires you to currently be able to communicate in Spanish (preferred minimum of a Speaking 3 and Reading 3 from a certified language proficiency test). Proficiency will be evaluated prior to selection, and officially tested prior to overseas assignment. Failure to have language proficiency will result in non-selection or your removal from consideration and/or the position.

FOR THE FP-03 (GS-13 equivalent) GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the FP/FO-04 or GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Initiated, formulated, and executed major entomological studies and specialized projects, applying research methods to address agricultural pest management challenges.
  • Applied knowledge of the Sterile Insect Technique (SIT) and Integrated Pest Management (IPM) strategies in both field and program settings, contributing to the suppression of invasive pest populations and protection of agricultural resources.
  • Led and coordinated multidisciplinary teams, assigning tasks, monitoring progress, and providing technical guidance to ensure program goals and project milestones were achieved on schedule.
  • Utilized findings from specialized studies, analytical tools, and modified processes to recommend operational improvements, resulting in program efficiency.
  • Communicating technical and scientific data and information, briefings, and recommendations, both orally and in writing, to scientific and non-scientific audiences that may include senior leadership, industry, and internal and external stakeholders, and the public, ensuring research results and program outcomes were integrated into policy and operational decision-making.
