Summary

The incumbent is responsible for directly managing and or providing leadership and oversight for the production of the requested number and quality of sterile insects to meet requests of the Agency or by the Commission and/or any other foreign entity in agreement with USDA/APHIS requirements.

Duties

  • The duties may include, but are not limited to:
  • Develops effective working relationships with U.S. embassies’ leadership, U.S. government agencies, international organizations, and with countries’ public and private sectors involved in the various aspects of sterile insect production.
  • Represents APHIS in meetings and contacts with representatives of other USG departments and agencies, members and staff of the U.S. Congress, countries’ public and private sectors, and representatives of international organizations.
  • Provides Program Directors with timely required and ad-hoc reporting, and as required and appropriate, authoritative recommendations for action.
  • Provides required and appropriate authoritative recommendations for action when posted at facilities operated by bilateral or trilateral Commissions.
  • Oversees the operations of all Plant and Field sections ensuring that required resources are available to meet the mission, objectives, and goals in accordance with established policies, regulations, procedures, directives and guidance.
  • Develops protocols, procedures, and guidelines to be implemented during regular operations and emergency response activities.
  • Ensures that safety policies and emergency contingencies are in place and emergency drills are conducted at regular intervals.
  • Incumbent works directly with foreign government counterpart overseeing the work of locally employed personnel including supervisors and workers.
  • In cooperation with foreign government counterpart, works to ensure quality production and dispersal of sterile insects, works to ensure that field surveillance, control posts and epidemiological operations function effectively and efficiently.
  • Reviews and evaluates Production Plant, Dispersal Center and Field Operations and recommends new policies and procedures based on review findings
  • Develops and maintains a system for monitoring and reporting on sterilization process failure reporting to the Program Directors and implementing contingency plan immediately.
  • Provides technical and administrative supervision; e.g., hiring, assigning responsibilities, approving leave, awarding superior performance, taking appropriate measures to correct performance and disciplinary problems, approving overtime, etc.

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of education and experience: post high school education with courses equivalent to a major, which is defined as 24 semester/36 quarter hours, in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position, PLUS appropriate experience or additional course work.

Selective Placement Factor: This position requires you to currently be able to communicate in Spanish (preferred minimum of a Speaking 3 and Reading 3 from a certified language proficiency test). Proficiency will be evaluated prior to selection, and officially tested prior to overseas assignment. Failure to have language proficiency will result in non-selection or your removal from consideration and/or the position.

FOR THE FP-02/GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the FP-03/GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Has planned, organized, and directed team studies and effectively interacted with management to develop, gain approval, accept, and implement recommendations where the proposals involved substantial agency resources and required extensive changes in established procedures.
  • Directed the formulation and development of recommendations for complex operating policies for the handling of all functions assigned.
  • Supervised direct reports and multidisciplinary teams, assigned tasks, monitored progress, and provided technical guidance to ensure program goals and project milestones were achieved on schedule.
  • Implemented biological principles of pest management based on experience with biological sciences in order to develop theories, concepts, principles, standards, and methods to provide expertise in strategic planning.

  • The duty location for this position is overseas. You will be required to onboard in the US at a duty location negotiated at time of selection.
