This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.

Duties

  • Serve as an air conditioning equipment mechanic within the Directorate of Public Works.
  • Responsible for installing, troubleshooting, maintaining and repairing a variety of domestic and commercial air conditioning and refrigeration units and systems.
  • Install and maintain a variety of commercial domestic air conditioning/heating systems and coolant units.
  • Assist in the removal and/or installation of equipment by bolting or unbolting from frames.
  • Utilize testing devices and techniques to aid in locating malfunctions and worn or broken parts.
  • Connect or disconnect wiring and refrigerant lines; adjusts or replaces belts; measures and cuts flexible pipe or tubing; and solders or brazes to repair leaks.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The incumbent will be required to drive government work vehicle. Drives trucks capable of carrying loads weighing up to and including one ton to transport material and equipment of work site.
  • Transports passengers/workmen more than once per week. This includes loading and unloading materials and equipment; completing trip tickets and preventive maintenance service records; filling out accident reports; and performing driver's maintenance.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • Position is subject to recall to duty. The incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
  • The positions require the employee to be CFC Universal Certified to meet EPA regulations when handling refrigerant.

Minimum Qualifications (Screen Out Element) WG-08: Ability to do the work of a(n) Air Conditioning Equipment Mechanic ~ without more than normal supervision. I have the ability to perform common Air Conditioning Equipment Mechanic tasks. I can operate multi-meters, dial indicators, megger, regulated pressure gauges, leak detector, refrigerant tables, special purpose thermometers, etc. I can locate malfunctions; replace and/or adjust thermostats, pressure-stats, humidistats, relays, switches, DDC controllers or other automatic or electronic control devices. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

Minimum Qualifications (Screen Out Element) WG-09: Ability to do the work of a(n) Air Conditioning Equipment Mechanic ~ without more than normal supervision. I have the ability to perform common Air Conditioning Equipment Mechanic tasks. I can work from oral instructions, work orders, and/or manufacturer's manuals; support senior journeymen mechanics on assignments involving units and systems that are larger and more complex; assist in the removal and/or installation of equipment; and use testing devices including a variety of meters and gauges. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
  • Physical Effort: Work requires frequent bending, standing, and stooping in tiring positions, although there is occasional work at benches. Required to lift, push or pull a variety of items weighing up to 40 pounds sometimes up to 100 lbs. with assistance from other employees. Some assignments require climbing and must be able to work from ladders in cramped positions and in small spaces.
  • Working Conditions: Incumbent is subject to noise, cuts, bruises, and electrical shock; and may be required to wear special protective clothing or equipment. The Incumbent is subjected to conditions affected by heat, rain, snow, humidity, dust and grease, extreme cold, indoors and outdoors, roof tops. Hazards: toxic and/or explosive fumes, cuts and bruises, burns by electric shock, burns from chemically treated water, falls from ladders, bursting steam pipes, scalding water, etc.
