Summary

About the Position:
This position is located within the Office of the Program Manager Saudi Arabian National Guard on Al Nakhla Compound (AN-C) in downtown, Riyadh, Saudi Arabia. AN-C is a high end resort with both living, working and recreational areas. There are activities including, gyms, swimming, pools and a tennis court, plus grocery, food and several retail service facilities. The weather can be hot and dry with extreme heat in the summer months and mild winters with little rain.

Duties

  • Serve as the Senior Civilian Air Safety Specialist and Advisor to the Assistant Program Manager for Aviation (APM-A), Office of the Program Manager-Saudi Arabian National Guard Modernization Program (OPM-SANG).
  • Investigate aircraft accidents to determine probable cause and recommend preventive measures for SANG and the Aviation Branch.
  • Promote aviation and Occupational Safety and Health accident prevention programs for civilians, military and contractors conducting initial, instrument, and graduate helicopter military flight training and logistical support operations.
  • Direct and conduct accident prevention surveys.
  • Serve as President of the OPM-SANG Aircraft Accident Investigation Board.
  • Participate in Board hearings and questions witnesses.
  • Inspect and evaluate airfield/helipad facilities, including runways, helipads, taxiways, safety areas, lighting, signage, markings, security-related assets and other aeronautical facilities for conformance with safety and security regulations.
  • Manage portions of the Army Safety Program (ASP) concerned with the prevention of accidents and injuries, which include the Army Occupational Safety and Health (OSH) and Civilian Accident Prevention Program (CAPP).

  • This is a drug testing designated position (TDP) subject to pre-employment drug test and random drug testing.
  • Incumbent must possess and maintain a valid State driver's license.
  • Must be fluent in the English language.
  • Medical requirement: Candidate must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement.
  • Requires a pre-placement evaluation of fitness for a CENTCOM position, which includes a medical, dental and behavioral health fitness examination. An immunization screening is also required.
  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
  • The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: SC Execution Support Management (AOC): 1 year (Basic); and
  • Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
  • Heavy lifting up to 30 lbs required.
  • Travel for business /TDY is required up to 25% of the time.
  • Incumbent must have the appropriate certifications and military ratings to fly rotary-wing aircraft.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Minimum Eligibility Requirements: Minimum eligibility requirements for these positions are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, meeting the appropriate education and/or experience requirements, and possession of the knowledge and skills required for the position.

Minimum Education Requirement: High School Graduate AND

Certificates and Ratings: For all grades and specializations, applicants must possess a Commercial Pilot Certificate with instrument rating, the appropriate military rating, or other certificate that meets or exceeds the requirements of the Commercial Pilot Certificate, e.g., an Airline Transport Pilot Certificate.

Minimum Flight Hour Requirements for All Applicants:

1. Total Flight Time -- Flight time as pilot-in-command in aircraft of any weight or category is creditable for this requirement. Each 2 hours acquired as a copilot, an FAA certificated flight engineer on a commercial air carrier, or a military flight officer on a military air carrier may be substituted for 1 hour of flight time in meeting the minimum total flight time requirements.

2. Pilot-in-Command -- Only flight hours acquired as pilot-in-command are creditable.

Category Flight Hours GS-11 and above

1. Total Flight Time 1500
2. Pilot-In-Command 1000

The following flight hour requirements apply only when the position requires the particular specialty:

a. Multi-engine Airplane: heavy multi-engine airplanes, i.e., gross takeoff weight in excess of 12,500 pounds. Up to 250 hours flying time acquired in helicopters may be substituted.
b. Helicopter: Up to 200 hours flying time acquired in heavy multi-engine airplanes may be substituted.
c. Small Airplane: Airplane weighing 12,500 pounds or less gross takeoff weight

Specialized Experience: One year of specialized experience equivalent to at least a GS-12 grade level in the Federal service that demonstrated a knowledge of basic aviation accident investigation practices, procedures, and techniques. Such experience may have been gained in work such as:· Aircraft or accident investigator, or flight safety officer for a public or private agency recognized by the National Transportation Safety Board that conducts on-scene aviation accident investigations.

· Test pilot engaged in experimental-type aircraft testing.
· Supervisor of flight operations or supervisor of aircraft maintenance with an FAA certified flying school or FAA certificated aircraft overhaul facility.
· FAA Designated Pilot Examiner or Instrument Rating Examiner.
· FAA Designated Maintenance Examiner (Inspection Authorization).
· FAA Designated Airframe and Powerplants Examiner.
· Supervisor of flight instruction in a military flight school, or a civilian flight school under military contract to provide flight training.
· Chief Pilot, or supervisor of flight operations or aircraft maintenance with a corporation or scheduled commercial operator operating two or more multi-engine aircraft.
