This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located with the Directorate of Plans, Training, Mobilization and Security - Air Traffic Control.

Duties

  • Serve as the assistant Air Traffic and Airspace expert to the Fort Sill Senior Commander and Garrison Commander on current policy matters and special military operations.
  • Manage all air traffic and airspace assets assigned and provides the command the technical expertise to interface into the NAS network.
  • Provide direction, evaluation, coordination, and advice throughout the Fort Sill Installation and Subordinate Units, National Guard, and Reserve units on Air Traffic and Airspace operations, management, and training.
  • Help develop plans to meet new airspace mission requirements, for airspace improvements, modifications or expansion.
  • Serve as an action officer to the Senior Commander, and Chief, Airfield Division, DPTMS, on matters concerning the National Airspace System (NAS) network.
  • Develop, modify, and ensure publication of local regulations to implement such policies and procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY travel is occasionally required.
  • One year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • May be required to make flights in Army aircraft in furtherance of development of approach and departure criteria and evaluation of ATC problems encountered during the enroute and terminal phase of flight.

Qualifications

Specialized Experience: One year of specialized experience or equivalent to the GS-11 grade level in the Federal government which includes analyzing and evaluating Air Traffic and Airspace (AT&A) programs, directives, policies and/or operation plans; reviewing and implementing programs supported by Air Traffic and Airspace (AT&A); extensive technical air traffic control knowledge and understanding of the laws, rules, regulations and procedures governing the movement of air traffic; and development, coordination, and management of air traffic control programs.
