Summary

Serves as an Air Traffic Control Specialist (Certified Professional Controller) in an ATC-8 Combined En Route Radar Approach facility. Incumbent is responsible for the safe, orderly, and expeditious flow of air traffic.

This announcement is open to permanent Air Traffic Organization employees only. Candidates permanently occupying an ATS Certified Professional Controllers or ATS Traffic Management Coordinator position must be assigned to a category 1 or a category 2 ATS facility as of the closing date of this vacancy announcement. Resulting release dates will be established based on the category designation of the selected candidate's facility, as of the closing date of this vacancy announcement.

Duties

Provides radar approach control services for one or more airports, and domestic and international enroute air traffic control for a large area of airspace. Operates automated radar systems, including computer routines for inputting and/or obtaining pertinent control data, and detects malfunctions or interferences in the system. Issues speed, altitude, and directional instructions to pilots to keep aircraft properly separated. Provides air traffic advisory services to pilots including clearances to operate aircraft, weather and field conditions, and safety and traffic alerts.


Provides training to developmental air traffic controllers and other employees in the facility. Performs the technical functions associated with training, briefings, quality assurance, and the technical functions of staff support specialists.

Provides watch supervision for the continuous operation of a facility or area where a supervisor is not available.

Works under direct supervision at the outset of each new assignment. When certified on the required position(s) of operation, the CPC independently performs the described duties under general supervision.

  • 3330-43-1 is required - Must show dates of when facility certified, unsigned and unrated. Do Not include SSAN.
  • Category determinations are based on the Facility Priority Placement Tool in effect on the closing date of this announcement.
  • Movement between CPC and TMC positions in the same facility will result in no change of pay.
  • Covered Position: Position is covered under PL 92-297 for early retirement purposes.

Candidates must show specialized experience, which is defined as: Must have been facility rated, or area certified in an ATO terminal/en route facility.

Education may not be substituted for experience.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. Assignment Type - Permanent Full-Time - 3R Position: This is a 3R Position. Applicants selected under 3R will be required to sign an Employment Agreement, in accordance with Article 59, Return Rights of the NATCA Collective Bargaining Unit Agreement dated 07/16 and FAA Travel Policy. Note: The Home Sale Program will not be included as a PCS benefit.

A Cost-of-Living Allowance (COLA) of will be paid upon arrival at post of duty. Post Differential will be paid upon arrival at post of duty if eligible. NOTE: Locality, COLA and Post Differential rates are subject to change.

Location Information: Guam is a tropical island located in the Pacific Ocean. It has a land area of approximately 225 square miles, and is the largest island in Micronesia. It stretches in a north/south axis for 32 miles from the rugged northern cliff of Ritidian Point to the peaceful village of Merizo in the south. Its tropical climate is warm and humid. Temperatures range from 70 to 90 degrees with a mean annual temperature of 81. The island finds relief in trade winds during the dry season, December through April. May and June are the hottest months, and most of the rain falls from July to September with an average yearly perception of 70 inches. Guam is a Territory of the United States and its people are U.S. citizens. The island is represented in the U.S. Congress by one non-voting delegate. At present, the total population of Guam is approximately 170,000. Guam has public elementary and secondary schools as well as parochial and private schools. However, some employees have expressed the opinion that the school system is not up to the standards of most mainland school systems, especially at the junior and senior high school levels. Department of Defense Activity (DODEA) schools are also available to those that possess a 3R contract. The University of Guam is a four-year institution offering AA/BA/BS degrees and graduate programs leading to an MA.
