This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. Pay Setting: Pay is set IAW NATCA Integrated CBA dated 01/2025 - Article 180b.
Interviews: IAW NATCA Integrated CBA dated 01/2025 - Article 42 Section 7.
Post Differential will be paid upon arrival at post of duty if eligible.
Requirement for Security Clearance: Selection and placement are contingent upon waiver or completion of satisfactory security requirements. For Non Critical Sensitive (2), this position requires completion and favorable adjudication of a National Agency Check and Inquiry (NACI) background investigation prior to placement, unless a waiver is obtained.
3R Position: This is a 3R Position. Applicants selected under 3R will be required to sign an Employment Agreement, in accordance with Article 59, Return Rights of the NATCA Collective Bargaining Unit Agreement. Applicants with unexpired return rights must show: 1) Current tour, 2) the region to which return rights exist, and 3) expiration date of these rights. Any permanent movement from this 3R covered position prior to unexpired return rights will forfeit your return rights eligibility.

Guam is a tropical island located in the Pacific Ocean. It has a land area of approximately 225 square miles, and is the largest island in Micronesia. It stretches in a north/south axis for 32 miles from the rugged northern cliff of Ritidian Point to the peaceful village of Merizo in the south. Its tropical climate is warm and humid. Temperatures range from 70 to 90 degrees with a mean annual temperature of 81. The island finds relief in trade winds during the dry season, December through April. May and June are the hottest months, and most of the rain falls from July to September with an average yearly perception of 70 inches. Guam is a Territory of the United States and its people are U.S. citizens. The island is represented in the U.S. Congress by one non-voting delegate.
At present, the total population of Guam is approximately 170,000. Guam has public elementary and secondary schools as well as parochial and private schools. However, some employees have expressed the opinion that the school system is not up to the standards of most mainland school systems, especially at the junior and senior high school levels. Department of Defense Activity (DODEA) schools are also available to those that possess a 3R contract. The University of Guam is a four year institution offering AA/BA/BS degrees and graduate programs leading to an MA.
