Duties

The incumbent is a Traffic Management Specialist in the Central Altitude Reservation Function (CARF) at the Air Traffic Control System Command Center (ATCSCC). He/she is responsible for processing military and civil altitude reservation (ALTRV) requests. The incumbent serves as the central coordinator for all civil and military ALTRV requests. He/she requests and issues ALTRV approvals for mass aircraft movements, special missions and other activities which warrant special handling in the domestic and/or international air traffic control systems. Creates and disseminates Notices to Airman for approved ALTRVs. CARF specialists maintain and control classified documents concerning military aircraft movements, missile launches and other classified activities. Detects and resolves conflicts between ALTRV requests and resolves separation conflicts within and between reservation requests. He/she expedites coordination of mission changes dictated by weather, aircraft maintenance problems or tactical situation changes. Operates the CARF Automated Altitude reservation system to process military and civil ALTRV requests. Coordinates military exercises, mass movements of civil or military aircraft and other special activities on both a national and international basis. He/she acts as a focal point for the coordination of the classified rapid deployment of military forces vital to the security of the United States.

Qualifications

Must have been facility rated or area certified in an ATO terminal/en route facility.

In addition to meeting the minimum qualification requirements, candidates will be rated in accordance with the instructions contained in FAA Form 3330-43-1, Rating of Air Traffic Experience for AT Movement.

Education

Duties and Responsibilities continued:

Working on a shift basis, the incumbent plays an integral operational role in the separation and control of air traffic in the National Airspace System (NAS). Analyzes and monitors air traffic flow, airport/weather conditions and traffic forecasts throughout the NAS to ensure acceptable levels of traffic, mitigate delays, and identify developing air traffic management problems.

Initiates appropriate traffic management initiatives to address air traffic problem areas. The incumbent develops acceptable alternative traffic management restrictions to resolve specific system problems. He/she evaluates the impact of the proposed restrictions on the NAS. He/she also implements the least restrictive action necessary to ensure that traffic demands do not exceed system capacity.

The incumbent employs collaborative decision-making and coordination with system users and air traffic facilities to institute adjustments and changes. Taking a system-wide view,
works with en-route centers, terminal, airports and air carriers to arrive at a solution that
limits the system-wide effects and delays.

The incumbent ensures that users and Federal Aviation Administration (FAA) field facilities are advised and updated in a timely manner regarding all conditions affecting aircraft movements within the NAS. The incumbent communicates with Military Operations

Specialists and traffic management units of affected facilities and issues appropriate traffic flow restrictions. He/she represents the FAA in military exercises and airspace planning conferences. Coordinates with and assists United States and foreign military command and unit project officers, and foreign air traffic control representatives in planning and
coordinating AL TRV s.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program.
