Summary

Serves as the Remote Monitoring and Logging System (RMLS) System Administrator for the Technical Operations Services organizations at the Air Traffic Control System Command Center (ATCSCC) and the Potomac Consolidated TRACON (PCT), to include the National Operations Group (NOG), National Operations Control Center (NOCC), NAS Cyber Operations (NCO), Wide Area Augmentation System (WASS) East, PCT Service Operations Center (SOC).

Duties

Serves as the Operational Lead for the Operational Control Center (OCC) RMLS System Administrators.  Applies experience and expert technical knowledge of new concepts and systems that are applicable to conduct functional activities for projects/programs, to identify and resolve complex issues that often cross-organizational boundaries and for NAS modernization initiatives, to identify, procures, distribute and track resources needed to accomplish projects and/or mitigate NAS operational issues, such as shutting down or restoring services, systems, or facilities.  Formulates requests for budget and other resources; conducts product research and solicits vendor quotations for hardware, software, supplies, and equipment necessary to maintain the NOCC RMLS node and other IT resources necessary to support Technical Operations activities at the ATCSCC.  Updates the NOCC related databases in RMLS and Peabody.  

Collaborates with NOCC on improvements/enhancements to RMLS NOCC EM.  Reviews suggested changes to the NOCC Event Manager applications.  Generates, submits, tracks, and implements technical requirements documents, National Change Proposals (NCP), and Safety Risk Management Decision Memorandums (SRMDM).

Works with AJW-175 Remote Maintenance Systems Engineering Team (RMSET) to review, evaluate, and test new software changes to RMLS.  Provides maintenance support on the RMLS equipment nationwide.  

Works with the NOCC Manager to develop and administer NAS Operations Manager (NOM) verifications tests.  Administrator for various Operational Reference Pages.  Coordinates the interface of National Remote Maintenance Monitoring Network (NRN) data to NASEO Situational Awareness Tools (SAT).

Establishes and manages program goals and objectives; formulates project plans and presents them to upper management. Serves as a senior project manager or team leader for large, challenging, and complex work activities.  Technical decisions are considered authoritative in his/her area of expertise. Develops, interprets, recommends changes, and has broad discretion to ensure compliance with organizational objectives and policies. 

Coordinates with multiple air traffic entitles to shut down and restore facilities, systems, and services to prevent activities from disrupting air traffic operations.  Quickly resolves restoration problems with minimal impact to NAS.

Work activities typically impact, directly on the objectives of one or more organizational units, major subdivision, and/or LOBs/SOs and often impact on the objectives of the FAA.  The work of this position may affect internal and external customers.  Work typically is reviewed only at completion for success in achieving planned results.  Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Qualifications

There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band I/ Level IV or GS/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.

Specialized Experience is:  Experience using Remote Monitoring and Logging System (RMLS) hardware, software, and databases; Experience applying knowledge of Remote Monitoring and Logging System (RMLS) network, its interconnectivity, and system interfaces; Experience using Remote Monitoring and Logging System (RMLS) automated tools and resources (i.e., Event Manager, SAL, Peabody, etc).
