Duties
Performs a variety of functions directly related to the operation of the National Airspace System (NAS). Independently evaluates the functional status of assigned subsystems, systems, and facilities. Plans, coordinates, and resolves unique technical problems without managerial intervention. Coordinates and suggests solutions while making adjustments as necessary to deal with system outages and performance deterioration.
Recognized as a principal technical specialist on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area. Performs work of broad scope and complexity with a high degree of independence. Responsibilities include integration, restoration, testing and evaluation of new advanced services or service component, hardware/software systems and processes. Applies comprehensive technical knowledge to protect the integrity of all components and systems to provide NAS service delivery. Initiates action to install, repair or restore systems and services. Evaluates diagnostic data from multiple systems to correct deficiencies on Contractor Acceptance Inspection/Joint Acceptance Inspection.
Acts in a security and administration role for STARS system. Conducts day-to-day monitoring and management of system and user activity that affect STARS information security. Performs hands-on operational and security duties that consist of security administration performance checks, and the review and management of user accounts, files, directories, and audit logs. Installs and reconfigures approved software and adaptions. Attends the STARS Systems Specialist course and follows all agency policy and guidance on the STARS systems.
Possess expert knowledge, skill or ability to perform the operation with the installation, maintenance, modification, repair, troubleshooting, flight check and certification of STARS. This discipline is heavily engaged in operations and maintenance of industrial computer systems including hardware and software applications in the corporate environment. In addition, this position maintains other electrical/mechanical equipment/systems necessary to ensure reliability of facilities on and off airports with the network of the NAS.

Qualifications
Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of, and experience in: technical knowledge and experience with complex NAS systems, emerging technology, and legacy systems in the Terminal GNAS environment; knowledge and experience with Terminal Automation (STARS, STARS ELITE, etc.), Terminal RADAR (ASR-9, ASDE-X), Computer/Networked Base Tower Display Systems and other legacy Terminal NAS Systems.
In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor (SPF). This means possession of this criteria is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criteria will be ineligible for further consideration.
- Must possess expert knowledge or ability to perform the operation with the installation, maintenance, modification, repair, troubleshooting, flight check and certification of Standard Terminal Automation Replacement System (STARS).
Generally, experience at the next lower level, FV-H/FG-12/Level III or equivalent, and the possession of the Selective Placement Factor (SPF) meets the minimum qualifications for this position as long as the experience supports the Demonstrated Abilities identified in the announcement. Based on this evaluation, applicants will be placed in one of the following categories: score order, category grouping, or alphabetical and referred to the selecting official for consideration.
