THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a Ammunition Inspector Supervisor (Title 32) (Permanent), Position Description Number D2283000 and is part of the VA G4, National Guard.

Duties

As an Ammunition Inspector Supervisor (Permanent), WS-6501-9, you perform the below duties:

  1. Assigns, directs, and supervises the work of personnel executing ammunition inspections, explosive handling, and transportation operations. The supervisor plans the use of personnel, equipment, facilities and material on a daily, week-to-week and/or month-to-month basis. Establishes and sets deadlines, priorities, work sequences, milestones, and work assignments. Develops work methods, establishes procedures, and explains work requirements to subordinates. Assigns work and formulates operational processes and procedures in accordance with guidance established by higher headquarters via army regulations, Department of the Army (DA) Pamphlets, National Guard Bureau (NGB) directives, local Standard Operating Procedures (SOPs), policies and procedures, Technical Manuals, schematics, and other related directives. Determines the man-hours, cost estimates, number and types of workers needed to accomplish specific projects. Assigns individual workers and resources to accomplish planned, and ad-hoc work. Exercises authority to maintain and balance workload, shifts assignments, workers and other resources to achieve the most effective and efficient work operations. Instructs subordinates in existing and state of the art ammunition and explosives inspection methods and provides advice and consultation when issues arise. Reviews and analyzes work accomplishments, cost and utilization of subordinates to evaluate work progress, control costs and anticipate and avoid possible problems by recommending corrective action. Participates with management officials and/or other key personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work, inspection reports, and production control data to validate standards and timelines are met. Coordinates with other supervisors, organizations, or work groups to ensure work requirements are established, achieved; collaboration occurs from end to end. Informs higher level supervisor of the need to amend work schedules and initiate planning of current and future work schedules, budget requests, staffing needs, training requirements, and allocation of assets, estimates, and recommendations as to scheduling projected work. Plans the allocation of resources and the distribution of work as well as determine the internal plan to be followed by subordinates in applying resources to accomplish work operations. Evaluates resources required to accomplish the proposed work packages or programs in relation to the resources committed to ongoing and previously scheduled work operations and recommends changes to superiors concerning previously planned work schedules.
  2. Investigates, documents, and reports work-related problems, incidents, and accidents, determines causes, and implements corrective actions within delegated authority to resolve work problems such as safety hazards, equipment deficiencies, and/or problems resulting in low productivity. Continuously reviews operations in order to maximize efficiency and effectiveness, with special emphasis on safety, security, and environmental concerns. As necessary, suggests solutions and or implements corrective actions to resolve related problems in work operations directed by other supervisors. Ensures all maintenance and calibration requirements are achieved within specified timeframes.
  3. Develops performance standards, counsels' employees on performance, and completes interim performance and finalize formal and informal performance appraisals. Initiates recommendations for promotions or reassignment of subordinates, as well as performance awards. Counsels employees on problems and adjudicates informal complaints through discussions with employees and superiors. Partners with labor representatives to resolve issues at the lowest possible level. Initiates formal disciplinary action as needed, identifies employees' training needs, and initiates recommendations to provide necessary training. Schedules and approves leave of subordinates. Promotes the participation of employees in special emphasis programs, such as, the suggestion program, cost reduction, environmental, safety, etc. Ensures that equal opportunity, and equal employment opportunity programs are established, implemented and operational to accomplish goals in accordance with DA and local policies. Establishes local safety committees, provides input to safety committee meeting agendas, develop subordinates by affording lessons and training in state of the art techniques and processes; develop after action reports and mission related records as required. Makes routine decisions regarding the execution of policy and procedures that have been interpreted or established by higher authority.
  4. Performs other duties as assigned.

GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Member Enlisted Member (E6/SSG - E9/SGM), Warrant Officer (W1/WO1 - W2/CW2), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard.

Military Grades: Enlisted Member (E6/SSG - E9/SGM), Warrant Officer (W1/WO1 - W2/CW2)

GENERAL EXPERIENCE: Applicant must have experience supervising subordinates, either directly or through subordinate leaders in accomplishing ammunition and explosive operations.

SPECIALIZED EXPERIENCE: Applicant must have at least 36 months of specialized experience, equivalent to at least the WS-08 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the WS grade indicated. This experience must include activities such as:

  1. Experience assigning, directing, and supervising the work of personnel executing ammunition inspections, explosive handling, and transportation operations.
  2. Experience investigating, documents, and reports work-related problems, incidents, and accidents, determines causes, and implementing corrective actions within delegated authority to resolve work problems such as safety hazards, equipment deficiencies, and/or problems resulting in low productivity.
  3. Experience developing performance standards, counseling employees on performance, and completing interim performance and finalize formal and informal performance appraisals.
  4. Experience planning the use of personnel, equipment, facilities and material on a daily, week-to-week and/or month-to-month basis.
