Job Description (Please follow all instructions carefully)

Summary

Serves as the Supervisory Recreation Specialist Aquatics Manager for the Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division. The primary purpose of the position is to plan, administer and supervise a comprehensive and diverse year-round aquatics program.

Duties

  • Plans, administers, promotes and supervises a comprehensive year-round aquatics program. Evaluates the aquatic program metrics and customer feedback to ensure they meet the community's needs and are within established program standards. The aquatics program includes but is not limited to: swim instruction program, lifeguard and water safety instructor training program, CPR/First Aid/ AED instruction, assistance with physical readiness training, aqua group exercise, facility rental and special programming. Manages the care and maintenance of the aquatic facilities and associated equipment. Ensures facilities and equipment meet health, safety, security, sanitation and fire standards. Takes remedial action as applicable to correct deficiencies. Complies with all safety regulations regarding use of chemical and sanitation agents related to the care of a pool. Determines and procures necessary supplies and equipment in order to operate/support the pools and programs.
  • Performs administrative matters to include but not limited to: development of the annual calendar, marketing requests/plans, after action reports, desk guides, procurement documents, program justifications, metric and financial reports, etc. Develops and monitors the execution of the annual NAF operating budget. Determines financial requirements for short- and long-term needs, analyzes monthly financial data and submits reports to management addressing significant variances between executed and projected results. Ensures financial integrity is maintained and required reports and records are complete. Creates new opportunities for program revenue and proposes cost saving initiatives.
  • Provides supervision to a non-appropriated fund workforce that consists of: 1 NF3 supervisory recreation specialist, up to 19 NF1 recreation aids and 24 NF2 recreation assistants. Recruits, interviews and hires personnel. Evaluates work performance and prepares performance appraisals, nominates personnel for performance and other awards, authorizes leave, hears and resolves grievances, establishes goals and expected performance standards and takes appropriate disciplinary measures (i.e. warnings, reprimands) when necessary. Identifies and coordinates professional/personal training and development requirements/opportunities. Provides on-the-job training to subordinates. Oversees, creates, modifies and coordinates staffing schedules. Complies with EEO policies and communicates support of these policies with subordinates.
  • Promotes the use of the facility and programs for maximum participation on an ongoing basis, through attending community meetings, marketing materials and maintaining a presence in the operation. Monitors customer feedback. Establishes and maintains a working relationship with other military and community organizations that benefit the program. Acts as a resource.
  • Performs other duties as assigned.

  • The work requires frequent physical exertion while instructing or guiding participants in a variety of activities. Work may require sitting, walking, long periods of standing, bending and lifting of moderately heavy items up to 40 pounds.

Qualifications

A qualified candidate possess the following:
  • Knowledge gained through education and training (i.e., a bachelor's degree from an accredited college/ university in the field of recreation, sports or aquatics)
  • Combination of experience related to customer service and/or activity based functions.
  • Knowledge of recreational programs
  • Knowledge of the goals, principles, techniques and methods of procedures use in organizing, planning and conducting all types of activities.
  • Program planning and leadership skills to devise and implement a leisure and social recreation program
  • Ability to communicate effectively both orally and in writing
  • Experience executing and providing input to an operational budget.
  • Knowledge and experience in personnel management and administration to include employee recruitment and selection, employee training, employee performance review and appraisal process, leadership development, EEO and Affirmative Action and employee labor relations.
  • Ability to develop and customize presentations in order to conduct training.
  • Ability to maintain reports and records and to follow verbal and written instructions.
  • Proficient in the use of a computer and the following applications, Microsoft Outlook, Word, and Power Point and with training, willing to utilize other work-related software.

Education

A bachelors degree from an accredited college/ university in the field of recreation, sports or aquatics OR three (3) years work experience implementing, contributing and assisting with an aquatic program. Knowledge of goals, philosophy, principles, techniques and methods of procedure used in organizing, planning, administering and conducting aquatic activities.

Must have the following current certifications: Cardiopulmonary resuscitation (CPR), automatic external defibrillator (AED) and first aid certifications, Water Safety Instructor (WSI), Lifeguard Instructor (LGI), Aquatic Facility Operator (AFO) and possess a current Aquatic Exercise certification from an accredited certifying Aquatic or health and fitness organization.

MUST PROVIDE A COPY OF TRANSCRIPTS WHEN USING EDUCATION OVER SPECIALIZED EXPERIENCE IN ORDER TO BE CONSIDERED.
