Duties

  • Serves as Aquatics/ Wellness Program Manager responsible for the daily operation and management of aquatic, wellness, and fitness center facilities, personnel, safety, training, development, and recreational programs.
  • Establishes, develops, coordinates, and executes aquatic training/ recertification curriculum to include lifeguarding, lifeguard instructor, and other safety and recreational training.
  • Establishes, develops, updates, and monitors the Aquatic Risk Management plan and Standard Operating Procedures for all aquatic/ wellness facilities/ programs and enforces compliance.
  • Recommends, develops, coordinates, and disseminates policies and guidelines for administration and management of aquatic and wellness programs. Plans and executes data collection for the DOD and DA MWR standard reports.
  • Monitors program execution and policy implementation through staff assistance visits and inspections. Analyzes and reviews aquatic, health, and wellness resource requirements including financial, manpower, training, equipment, contracts, and space.
  • Prepares the annual quarterly and monthly budget input. Performs a variety of financial management and budgetary duties related to the assessment, development, consolidation, and evaluation of aquatic, wellness, and recreation programs.

  • Must be able to work during the hours of operation to include nights and weekends.

Qualifications

This experience must be reflected on your resume to be considered eligible for this position.
  • An undergraduate or graduate degree in related fields such as Physical Education, Kinesiology, Sports Administration/ Management, or Recreation
OR
  • Twelve (12) months work experience in an indoor or outdoor environment working with aquatic, wellness, and/ or recreational programs, events,and facilities.
AND
  • Possesses and maintains the following certifications: American Red Cross Lifeguarding and First Aid; CPR for the Professional Rescuer/AED; Lifeguard Instructor (Red Cross).
  • Possesses demonstrated experience in development, planning and execution of aquatic, wellness, and/ or recreational programs/ events.
  • Possesses experience in supervision and/ or management of staff, events, and/ or programs.

The following certification must be obtained within 6 months of appointment:
  • Aquatic Facilities Operator (AFO) or Certified Pool Operator (CPO) certification.
  • Online Training for Contracting Officer's Representative (COR), CLC222 Section 893.
  • MWR Sports and Fitness Administration Course.
  • Nationally Recognized Basic Fitness Trainer Certification.

HIGHLY PREFERRED are applicants who possess the minimum qualifications above AND:
  • Held a supervisory position for 24 months in a fitness related field or 2 years' experience at the next lower grade level while having a degree in a Recreation or related field (Physical education, Kinesiology, Sports Administration/management, etc.).

PCS Costs:
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials:

  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.

Incentives and bonuses:

  • Incentives will not be paid.

Non-Foreign Overseas Allowances and Differentials:

  • Overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
