Summary

This position is an Archeologist, GS-0193-11 working for the Southwest Region's Division of Visitor Services.

Location negotiable for any US Fish and Wildlife Service duty station within Oklahoma or North Texas.

This is a Term position expected to last 13 months but may be extended up to a total of 2 years at management's discretion.

Duties

This position will support cultural resources compliance needs for Bipartisan Infrastructure Law projects in the Southwest Region with an emphasis on the fire management program with the U.S. Fish and Wildlife Service. Based in North Texas or Oklahoma, this position will support Arizona, New Mexico, Oklahoma, and Texas projects on national wildlife refuges and other BIL-funded Service work. The term duration is subject to funding availability and workload with anticipation of two years.


The position will primarily:

  • Assist with and/or lead in the design, implementation, and supervision of multi-phased projects involving documentary, archival, and collections research; field investigations (both survey and excavation); laboratory analysis of recovered data; and professional report writing.

  • Develop and monitor contracts for cultural resource studies by: preparing scopes of work to meet Service cultural resource mandates and research interests; assisting potential contracting organizations in developing research designs through reviewing them for relevance, thoroughness, and professional quality; evaluating proposals; monitoring contracts by acting as contracting officer's technical representative; and reviewing contract reports for contract compliance and professional adequacy.

  • Work on a team with other archaeologists to address needs to support conservation.


As an Archeologist, your duties will include, but are not limited to, the following:

  • Consult with Indigenous Tribes on traditions, culture, and current cultural and historic topics of interest to incorporate tribal interests to policy implementation, research, and recovery of artifacts.
  • Identify and document pre-contact archaeological sites such as in Southwest cultural areas.
  • Identify and document post-contact rural vernacular sites, architecture, and structures such as in the Southwest cultural areas.
  • Prepare cultural resource identification and evaluation reports for federal agency compliance with Section 106 of the National Historic Preservation Act.
  • Develop National Historic Protection Act 106 agreement documents including Memoranda of Agreements and Programmatic Agreements for conservation, research and preservation of cultural resources.

Basic Education Requirement


Possess a Bachelor or higher degree that includes 3 semester hours each in the following course areas: History of archeology; archeology of a major geographical area such as Alaska or North America; regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); archeological field school to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: geography, geology, or cultural geography; history, historical archeology, or architectural history; environmental studies; scientific writing (nonfiction English composition); or surveying AND archeological field school; or Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline, provided the curriculum supplied academic course work sufficiently similar to the requirements stated above (including archeological field school), OR

Possess a combination of education and experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education, OR

Have four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials.

Minimum Qualifications GS-11

Have one year of specialized experience equivalent to the GS-09 in the federal service which equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include: designing and conducting field surveys and recovery of archeological resources; preparing Section 106 of the National Historic Preservation Act documentation; cataloging and archiving cultural and historic resources; drafting technical reports; using GIS technology to map resource locations; drafting scopes of work for contracts and research proposals; providing recommendations to protect cultural resources from management activities or projects; contributing to a GIS database for cultural and historic resource tracking, OR

Possess 3 years of progressively higher-level graduate education leading to a Ph.D. degree or PH.D or equivalent doctoral degree in Archeology or a directly related field, OR

Possess a combination of graduate level education and specialized experience described above that, together, equals 100% of the requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
