Duties
The purpose of this position is to serve as the Manager for the Arts & Crafts operations. The Arts & Crafts program consists of engraving, framing, ceramics and other arts & crafts related programs. Performs and oversees inventories, purchases, supplies, and verifies all deposits and cash handling procedures. Initiates action to obtain supplies through appropriate channels. Identifies necessary repairs and maintenance for buildings equipment, and machinery. Updates all quarterly and annual budgets for each program managed; develop program plans, capital expenditures, equipment replacement plans and facility projects. Responsible for work orders, time and attendance records, work assignments, work schedules, and the approval/disapproval of leave while ensuring that all programs are adequately staffed. Works with Resource management to ensure that all internal controls are monitored and followed. Monitors personnel or contract staff' to ensure that customer demands are being met in a cost-effective manner. Supervises personnel, verifies daily clean up, and safety inspections are performed. Supervises employees and makes sure custom orders are being processed in a timely manner. Monitors shops for safety and cleanliness. Provides classes and self-directed activities. Publicizes classes and monitors all instructors contracted or direct staff. Ensures classroom space and supplies are available to effectively conduct classes. Monitors proper hazardous materials/waste collection, storage, and. disposal. Attends base training and meetings pertaining to the latest updates on waste management and disposal. Inspects facilities for compliance on a regular basis. Operates resale activities. Maintains the appropriate cost of goods on all resale items. Determines dead stock and takes appropriate action to rid the resale activity of "old" items. Surveys industry and customer base to determine needs and current trends are being well merchandised to effectively make a profit in the resale activity. Provides demonstrations of new materials and conducts classes to promote sales. Develops strategic and financial plans following Air Force (AF) guidance. Direct or performs special studies and analysis designed to resolve operational problems. Coordinates with base agencies, i.e., safety, civil engineers, and environment to resolve problems and program safety. Maintains a regular schedule of preventative maintenance and replacement of equipment and supplies. Develops/executes procedures to regularly evaluate program effectiveness and risk management. Ensure personnel are trained and able to promote safety to all customers and patrons using hazardous equipment. Does periodic safety checks of equipment, employees, and patrons. Ensure employees are acculturated to the Air Force base, unit, and activity mission. Provides employee training. Monitors personnel to ensure customer demands are met in a cost-effective manner. Assesses resource requirements and determines staffing needs. Manage personnel in appropriate areas. Writes and evaluates personnel, position guides and descriptions. Develops operating goals and objectives in accordance with AF guidance which includes marketing and program plans on an annual basis. Use survey data to obtain optimum programming and goals for each sector of the activity. Uses customer feedback and comment cards to develop annual surveys. Performs, evaluates, and interprets market analysis. Evaluates results of operations and takes corrective action. Seeks assistance from outside agencies when required to correct issues. Provides feedback to supervisors, employees, flight chiefs, and commander. Provides quality customer service. Positively interacts with all customers (e.g. greets and offers assistance). Resolves customer complaints and problems. Informs flight chief of any major customer problems and concerns. Works with the Resource Management Flight Chief to ensure resource protection and internal controls are monitored. Performs regular surprise cash counts and inventory audits as required. Ensures sufficient resources are available to meet requirements. Works directly for the Community Services Flight Chief. Performs other related duties as assigned.

In order to qualify, you must meet the experience requirements described below. Qualifying Experience:
Experience that demonstrates the ability to apply principles, methods, and techniques of planning recreational activities and an understanding of the interests of individuals or groups. Specialized: Planning, organizing, coordinating, supervising, instructing or evaluating community, outdoor, institutional, or other skills development programs. Experience demonstrating ability to serve in a leadership role to promote programs and activities of local, regional, and/or national recreational organizations. Education: Undergraduate or graduate major study of general recreation, or one of the appropriate fields of arts and crafts or at least 1 year experience equivalent to at least the GS-07 /NF-III levels.
Conditions of Employment: Incumbent must satisfactorily complete a Tier Level 1 background investigation. This is a drug testing designated position. The incumbent is subject to random testing for drug use. Must possess a valid motor vehicle operator's license

Education
