Job Description (Please follow all instructions carefully)

Summary

As an Asset Management Specialist, you will have responsibility for asset planning and strategy, asset financial planning, asset performance analysis, housing and investment decision making, and asset service provider agreements for all real property assets within the region.

Location of position: Public Buildings Service, Portfolio Management Branch of the Planning Division, Portland, OR or Tacoma, WA.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Planning & Strategy:

  • Works with PBS asset management teams to examine short and long term objectives, develops methods to meet objectives and directs changes when corrective actions or revisions are necessary. 
  • Advises senior level management on applying complex real estate laws, reinvestment and financial analysis techniques, Federal regulations, Administration initiatives and policies. 
  • Develops housing strategies by identifying and analyzing client-agency long term housing needs and evaluates asset housing capabilities, investment availability, and income impact. 
  • Prepares local portfolio plans which integrate housing strategies with asset project planning for capital and non-capital investments in view of the overall socio-economic and market conditions within community.
  • Based on community plan, prepares Annual Asset Business Plans for each major asset for use by the Property Managers and other PBS business line managers which includes research, analysis and recommendations on specific operational goals and housing projects needed to achieve national level asset benchmarks.
  • Serves as leader and technical subject matter expert (SME) of the region-wide Reinvestment Plan, which integrates the planning for the asset's capital projects, the Asset Business Plans and the Community Plans into a single planning document for future capital investment needs. 
  • Develops comprehensive analytical tools to evaluate, rank and prioritize projects proposed to be included in the annual BA54 (minor repair and alteration) spending plan.
  • Develops analytical tools to assist in the identification and evaluation of projects to be included in the regional 5 year capital investment program. 
  • Serves as leader and technical subject matter expert (SME) for the strategic planning for projects under the prospectus threshold and integrates this work into a cohesive capital plan for the subject facilities. 
  • Completes Retention/Disposal Studies on marginal buildings suffering from adverse performance indicators. Through on-site inspections, discussions with agency officials, analysis of building profitability, and examination of present value costs for various housing alternatives and makes recommendation to keep the building or declare it excess. 

Financial Management & Pricing: 

  • Formulates and communicates corrective actions to the Portfolio Manager for implementation. Recommendations include revenue enhancement, direct and indirect expense mitigation, reinvestment opportunities, operations and maintenance, retention/disposal, project development and client relations strategy. 
  • Prepares asset income plans and income projections to be used as part of the budget formulation process, for use in housing and investment decisions, incorporation into the Asset Business Plan, for use in project planning and analysis, and for use in calculating other financial indicators of the asset. 
  • Performs asset management duties in coordination with an Asset Management Team (ABT). Provides expert advice, direction and approvals for pricing policy, occupancy agreements, housing plans, financial analyses, schedules, lease terms, performance measures and budget.  
  • Prepares proformas, rent estimates and other financial analyses to support the development of a prospectus level project. These prospectuses require OMB and congressional approval, and require extensive preparation and research, including economic alternative analyses, income/expense impact analysis, detailed project descriptions and justifications. 
  • Leads the development of reports to study the need, feasibility, and cost of a proposed capital project.

Asset Performance Analysis:

  • Leads analyses of asset performance in non-financial areas, including utilization rates, customer satisfaction, and other performance indicators, and overall conformance with the Asset Business Plan and contribution to the community strategy.

Housing Solutions for New Space Requests: 

  • Evaluates new space requests from client agencies for major new or expansion space or downsizes, and reviews housing/project solutions for these needs from other Divisions to ensure that solutions conform to the asset business plan and community strategy. 
  • Coordinates with other Divisions on the investment needed for the proposed space solution, fund availability priority and time schedule, and the income and cost impact on the portfolio. 
  • May be assigned as program manager for various Portfolio Management programs such as lease scoring, Study program, prospectus development program, minor Repair & Alteration (BA54) program and major Repair & Alteration programs.

Asset Management Team Lead: 

  • Provides expert advice, direction and approvals for pricing policy, occupancy agreements, housing plans, financial analyses, schedules, lease terms, performance measures and budget.

The GS-13 salary range starts at $111,234 for Portland, OR and $115,793 for Tacoma, WA per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience providing expert program management and technical advice on strategy for especially complex extensive or sensitive capital investment planning projects for assets projected to undergo major capital repairs or to be added to the portfolio. This experience must include reviewing project specifications and cost estimates, net present value analysis, trends analysis, return on investment, cost/benefit analysis, and bench-marking. Proactively works with customers to develop a plan to develop, communicate, and present aggregate financial and strategic space utilization information to customers' decision makers related to a portfolio of transactions.

How You Will Be Evaluated

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of a wide range of property management principles, concepts, practices & a thorough understanding of building tenants/customer agency’s needs requirements/customer satisfaction drivers. 
  • Ability to develop options and scenarios, to test & implement new theories for quality building services that optimize the assets ability to support customer mission needs.
  • Knowledge & use of Discounted Cash Flow analytics, cash flow forecasting, investment return measures, benchmarking, & other financial analysis techniques. 
  • Knowledge of IT hardware & software to analyze financial activities & develop comprehensive analytical tools to develop & support recommendations & strategies to optimize performance of individual assets, specific markets, & the portfolio. 
  • Knowledge of the Federal Budget process to include the congressional budget process & OMB policies, directives & regulations. 
  • Knowledge of asset management & facility planning, its governing laws, regulations, methodologies and/or policies to provide sound guidance. 
  • Ability to apply knowledge of the Pricing Policy, interpret nuances of the policy, & develop solutions. 
  • Knowledge of commercial real estate principles, practices, markets, values & procedures to analyze the effect of the Government's plans; understanding of lease requirements; leave vs owned analysis; lease buyout analysis, & the ability to analyze a community's space rental & building sales data. 
  • Ability to interpret data from multiple sources & develop analyses to make recommendations for management of portfolio assets and policy decisions. 
  • Knowledge of qualitative and quantitative techniques and statistical methods to perform analysis and fact finding to identify facility and customer mission needs.
  • Knowledge of NEPA laws and guidelines, Historic preservation principles and other pertinent Federal laws and regulations.
  • Knowledge and ability, judgment and skill to weigh alternatives and make recommendations on asset management matters. 
  • Ability to communicate effectively both orally and in writing to provide recommendations and influence implementation of solutions.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
