We will use a method called Category Rating to assess your application. Here’s how it will work:
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
- Knowledge of a wide range of property management principles, concepts, practices & a thorough understanding of building tenants/customer agency’s needs requirements/customer satisfaction drivers.
- Ability to develop options and scenarios, to test & implement new theories for quality building services that optimize the assets ability to support customer mission needs.
- Knowledge & use of Discounted Cash Flow analytics, cash flow forecasting, investment return measures, benchmarking, & other financial analysis techniques.
- Knowledge of IT hardware & software to analyze financial activities & develop comprehensive analytical tools to develop & support recommendations & strategies to optimize performance of individual assets, specific markets, & the portfolio.
- Knowledge of the Federal Budget process to include the congressional budget process & OMB policies, directives & regulations.
- Knowledge of asset management & facility planning, its governing laws, regulations, methodologies and/or policies to provide sound guidance.
- Ability to apply knowledge of the Pricing Policy, interpret nuances of the policy, & develop solutions.
- Knowledge of commercial real estate principles, practices, markets, values & procedures to analyze the effect of the Government's plans; understanding of lease requirements; leave vs owned analysis; lease buyout analysis, & the ability to analyze a community's space rental & building sales data.
- Ability to interpret data from multiple sources & develop analyses to make recommendations for management of portfolio assets and policy decisions.
- Knowledge of qualitative and quantitative techniques and statistical methods to perform analysis and fact finding to identify facility and customer mission needs.
- Knowledge of NEPA laws and guidelines, Historic preservation principles and other pertinent Federal laws and regulations.
- Knowledge and ability, judgment and skill to weigh alternatives and make recommendations on asset management matters.
- Ability to communicate effectively both orally and in writing to provide recommendations and influence implementation of solutions.
Your answers to the questions will be used to place you in one of the following categories and standard score ranges:
- Best Qualified = Candidates scoring between 95 - 100
- Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
- Qualified = Candidates scoring between 70 - 84
We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
Within each category, veterans will receive selection priority over non-veterans.
Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
If you are eligible under Interagency Career Transition Assistance Plan or GSA’s Career Transition Assistance Plan(ICTAP/CTAP), you must receive a score of 85 or higher to receive priority.
