Duties

As the Assistant Chief Information Officer (ACIO) for the National Ocean Service (NOS), the incumbent will serve as the principal advisor to NOS leadership on overall information resources/systems management, strive to improve the operations and service delivery of NOS programs through the effective use of IT, and support implementing enterprise solutions in accordance with the NOAA IT portfolio management plan. The ACIO is responsible for:

  1. Leading NOS in the strategic management of information resources by advocating for cross-organizational program process improvements; ensuring program processes are modified to take full advantage of IT solutions; developing and promoting standards-based IT; enabling cost-efficient and effective use of IT; and exercising principles of effective IT capital planning and investment analysis.
  2. Promoting and shaping an effective strategic and operational IT planning and investment process that includes responsibility for ensuring appropriate FITARA oversight and approval of IT investments in coordination with NOS program offices. The incumbent will ensure that IT projects included in the IT strategic and operating plans support the business needs of NOS, are prepared in accordance with Departmental and OMB guidance, and align with NOS, NOAA, and DOC strategic plans.
  3. Developing, issuing, monitoring and enforcing compliance with policies, guidance and standards applicable to all IT hardware, software and telecommunications in NOS, with particular focus on overseeing and ensuring compliance with IT security policy and procedures.
  4. Advising NOS leadership, in partnership with other senior managers, to facilitate management access to needed information resources and to promote innovative uses, particularly of new and emerging technologies.
  5. Providing oversight to ensure information and records are properly managed; i.e., information is collected only as needed, protected from those who would destroy or abuse it, readily accessible to those who need it, and quickly disseminated to those who use or contribute to it.
  6. Overseeing the acquisition, storage, and retrieval of data, including analyzing and defining data requirements and specifications; designing and implementing databases; developing and executing data mining and data warehousing programs; and ensuring the rigorous application of data management and security policies.
  7. Ensuring the security of operations in cyberspace encompassing the full range of vulnerability reduction, incident response, resiliency, and recovery activities, including computer network operations, information assurance, and securing the information and communication infrastructure.
  8. Working with NOS management to ensure the operation of IT processes is timely, cost- effective, in accordance with all applicable statutes, regulations and policies, and optimized to meet requirements within available budget resources.
  9. Supporting research, development and engineering efforts needed to define IT alternatives that can improve operations and customer service, as well as keeping current with user requirements and customer satisfaction concerning products and services.
  10. Promoting shared development for common Federal processes, interoperability, and sharing of information by participating as a member of the CIO Council.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Key Requirements:
1. Incumbent may be subject to geographic mobility.
2. Ability to obtain and maintain a Top Secret Sensitive Compartmented Information clearance.
3. Newly appointed SES members must serve a 1 year probationary period.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. SES Executive Core Qualifications (ECQs):
ECQ 1 -Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 3 -Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 -Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQs): HR SPECIALIST ENTERS IN PTQs
  1. Demonstrated ability to implement, manage, monitor, and evaluate IT projects for a large organization, including evaluating IT investments, business process engineering, and ensuring accountability to maximize financial resources.
  2. Demonstrated experience applying rules and/or regulations in IT, including IT security and information controls, or related areas in a Federal, state and local government, nonprofit, or private sector setting.
  3. Demonstrated experience resolving technical issues in multiple IT disciplines, including virtualized and distributed computing systems, software engineering, networks and telecommunications systems integration, emerging technologies architectures, outsourcing and contract management for IT systems and services, building and facilities requirements necessary to support complex IT systems, IT security, and/or transitioning legacy systems to cloud computing environments.

Background Investigation: This position is designated as Top Secret Sensitive Compartmented Information and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Public Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
