Summary
The position is located in The Epicenter (Bldg. 525) Morale, Welfare and Recreation (MWR) Department, Naval Station, Great Lakes, Illinois. The incumbent in this position serves as an Assistant Club Manager assisting the General Manager in the overall management of the facility. This facility is established for the purpose of promoting and maintaining the well-being, moral, and efficiency of the enlisted members by providing them with food beverage service, social and recreational activities.

Duties
40% 1. Incumbent actively assists the Manager in the management and supervision of the Enlisted during his/her shift. Assists with employee relations and supervision; scheduling; operational decision making; providing change to cashiers; securing storerooms and similar areas; securing the Club at closing time; overseeing food production and service; and general overall supervision of the dining room, bars, game room and night club. Assists with the procurement of food and beverage from appropriate sources. Assists in preparing the monthly schedule of events and in the promotion and advertising of events and activities.
15% 2. Incumbent ensures strict compliance with established internal controls. Incumbent will be responsible for monitoring internal controls in the Epicenter. Incumbent will ensure that accountability over all funds, equipment and materials are properly maintained.
Assists with inventories of food, liquor, supplies and assets. May conduct surprise cash audits; read cash registers; verify Daily Activity Reports (DARs); investigate shortages and discrepancies. Ensures receipts are properly recorded and deposited, and that required financial records/reports are prepared. Maintains oversight to ensure that proper procedures are used in the accomplishment of all functions.
15% 3. Incumbent trains and motivates employees and deals with all aspects of employee relations on the shift. Responsible for non-executive work schedules. Verifies all non. executive time cards for accuracy and completeness, regarding hours worked, annual and sick leave, night differential, authorized overtime, etc. Recommends promotions and disciplinary actions as required. Screens applicants and makes recommendations regarding hiring.
15% 4. Incumbent coordinates all phases of food and beverage service on assigned shift.
Oversees dining room food court dine in service, take out service and delivery service, bars, game room and night club functions. Receives customer and employee complaints relative to quality, quantity and/or preparation and service provided by employees.
Investigates and resolves problems and conflicts, and makes a report to the Club Manager.
5% 5. STANDARDS OF CONDUCT: Incumbent has the responsibility to ensure that all MWR resources are protected against theft and abuse and are utilized for official use only. Efficiency in the use of MWR resources is the watchword and will be adhered to accordingly.
5% 6. Incumbent will have full knowledge of policies and procedures to effectively open and secure the Epicenter per command and departmental policies. In the event the Manager is absent, incumbent will maintain proper operation of the Epicenter per all manuals, policies and guidelines governing the Epicenter.
5% 7. Performs all other related duties as may be assigned.

Qualifications

A qualified candidate must possess:
Knowledge and experience of club management procedures and general business practices related to the operational management of food and beverage operations, social programs, and the effective utilization of club facilities and equipment as might be gained from college level courses in restaurant management and/or 3 - 5 years related progressive professional experience.
Skills conducting surveys and audits to identify program deficiencies; determining the impact of changes to the services provided the patron community and repairs to the facilities and equipment, or other corrective measures; and coordinating the scheduling or implementing of the work with other organizational activities.
Knowledge of cost and control procedures and skill in the maintenance and control of expenditures to ensure limitations are observed. Knowledge of social and recreational program planning requirements and skill in developing recommendations and justifications for major modifications to the club activities. Knowledge of accounting procedures sufficient to follow individual funds from initiation through expenditure states in order to trace discrepancies in the system.
