Duties

As an Assistant Director for Judicial Security Division at the ES-1811-00 level some of your typical work assignment may include:

  • Provide executive leadership for judicial facility security initiatives and directing national-level policy implementation associated with courthouse security assessments, security enhancements, and protective countermeasures.
  • Provide executive oversight of the national CSO contract program, which delivers armed protective services for Federal courthouses, courtrooms, and judicial facilities throughout the United States.
  • Participate in budget formulation, justification, defense, and execution activities involving multi-million-dollar appropriations and contract resources.
  • Responsible for organizational planning, strategic direction, workforce management, budget execution, policy implementation, performance management, and operational oversight for nationwide judicial security functions.
  • Develop and maintain strategic partnerships essential to advancing judicial security objectives and nationwide operational coordination.

  • Initial appointments to the SES require a one year probationary period.
  • Must be able to obtain and maintain a Top Secret clearance.

  • Executive qualifications of each new career appointee to the SES must be certified by an independent Qualifications Review Board based on criteria established by OPM.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Mandatory Technical Qualifications (MTQ) related to this position within your resume. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

MTQ 1: Demonstrated executive-level experience providing strategic leadership, executive direction, and technical oversight for a comprehensive security and protection program within a large, complex organization. Responsible for the development, implementation, management, and evaluation of policies, programs, and operational strategies governing all aspects of protection, including protective operations and intelligence, geographically dispersed facility security, and risk management. Demonstrated ability to lead enterprise-wide security operations across the United States, manage complex, high-risk protective missions; allocate resources effectively; and advise senior executives on matters affecting the safety and security of high visibility officials, public proceedings, and facilities.

MTQ 2: Demonstrated executive-level experience establishing and implementing agency-wide policies and procedures, to ensure the consistent and effective execution of official security programs; developing strategic partnerships with federal, state, local, tribal, and territorial law enforcement and judicial stakeholders; and ensuring organizational compliance with applicable statutes, regulations, and Departmental policies.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
    • Sub-Competencies:
      • Knowledge of the American System of Government: Demonstrates understanding and appreciation of the American system of government, including the Constitution, the Bill of Rights, separation of powers, federalism, and the historical development of the American Nation.
      • Commitment to the Rule of Law: Upholds the principles of the American Founding, including equality under the law and democratic self-government. Ensures the law is applied fairly and consistently.
      • Civic-Mindedness: Stays up-to-date on important developments in American government and aligns organizational objectives and practices with presidential and public interests. Demonstrates a commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
    • Sub-Competencies:
      • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.
      • Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs.
      • Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
    • Sub-Competencies:
      • Technical Skill: Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. Is considered a strong contributor in his or her domain.

  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
    • Sub-Competencies:

This job does not have an education qualification requirement.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Only experience obtained by 11:59 pm EST on the closing date (07/22/2026) of this announcement will be considered. Once this announcement closes the following will occur:

  4. Best qualified applicants will be referred to the hiring official and may be invited to participate in a structured interview. Interviews may be in a virtual setting or in person at DOJ offices.
  5. The selectee will receive a tentative offer from the agency however before an agency can appoint a new Senior Executive Service member, the selected individual will be subject to further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) as required by law. OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

NOTE: You MUST address all MTQs as required above, but do not need to address the ECQs if you:

  1. Are currently serving under a career SES appointment;
  2. Are eligible for reinstatement into the SES; or
  3. Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM).
