Summary

The Federal Law Enforcement Training Centers (FLETC) is looking for two talented Assistant Directors (ADs) of Training located at Cheltenham, Maryland; Artesia, New Mexico; Charleston, South Carolina and/or Glynco, Georgia. These positions provide leadership responsibility and authority for the management of law enforcement training at FLETC from basic through advanced and specialized training.

Clarification from the agency

All Qualified Civil Service Employees: The "civil service" consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches. Included are experts and consultants who occupy appointive positions, individuals in the Postal Service and the Postal Rate Commission. SES reinstatement eligibles outside the civil service and SESCDP graduates with noncompetitive eligibility may also apply for noncompetitive consideration for this position.

Duties

The Federal Law Enforcement Training Centers (FLETC) is looking for two talented Assistant Directors (ADs) of Training in the National Capital Region Training Operations Directorate (NCR) and Core Training Operations Directorate (CTO). These positions report to the Associate Director for Training Operations and may be located in Cheltenham, MD; Glynco, GA; Artesia, NM; and/or Charleston, SC.

The ADs ensure training and organizational goals and objectives are developed, managed and performed effectively, and that component expectations and program requirements are met. The ADs provide broad leadership in matters related to the FLETC's training mission, long-range law enforcement training plans, and executive policy development. The ADs direct the efficient and effective allocation of resources to ensure maximum utilization of training space and/or human and other resources to support the FLETC's law enforcement training mission. The Ads serve to develop, implement and promulgate high-quality, effective training and training management policies enterprise wide. Responsibilities include:

  • Providing executive leadership, strategic planning, and quality assurance in the development, delivery, and evaluation of law enforcement training programs.
  • Overseeing the development, modification and evaluation of law enforcement training programs designed to meet current and future operational trends and developments.
  • Reviewing existing training programs for necessary modification or improvement; reviewing proposals and specifications for new programs; and soliciting input from clientele law enforcement agencies regarding accuracy and timeliness of training provided at training sites.
  • Providing oversight and direction to subordinate Deputy Assistant Director/Site Director and managers who administer program policies, budgets, and total resources within the AD's directorate.
  • Developing long-range goals and objectives for FLETC to ensure consistency of law enforcement training programs, including evaluation criteria and methodology to quantify merit of format, relevance, and consistency of content and delivery.
  • Performing liaison with all Partner Organizations (PO) training executives and other law enforcement departments and agencies; establishing and maintaining mutually beneficial relationships with administrators, academia, and staff of universities.
  • Representing the FLETC Director, Deputy Director and Associate Director of Training Operation on matters related to law enforcement training management at the departmental level; seeking out and developing law enforcement contacts to expand FLETC's partnerships and program coverage.
  • Collaborating with the other ADs to ensure successful integration of law enforcement training management with related programs and operations of other organizational elements of FLETC and POs.
  • Directing a subordinate staff of managers and supervisors who control program policies, budgets, and total resources for the directorate, approving travel, training requests, changes in scheduling, staffing requests, position descriptions, personnel recruitment actions, hiring, promotion, and other personnel decisions.
  • Providing executive leadership for the conduct of research to forecast future requirements and direction of law enforcement training programs.
  • Determining primary focus and cultivating research to design effective and efficient systems and services capable of meeting current and future training requirements to address emerging law enforcement issues and meeting associated training needs.
  • Leading efforts in balancing organizational transformation with business continuity through the establishment and maintenance of a creative and innovative workplace that enables organizational agility, excellence, continuous learning, and professional growth.
Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.

Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: - Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND - Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).

  • You must be able to obtain and maintain a Top Secret/SCI (4N - Special Sensitive) security clearance.
  • One-year probationary period is required, unless excepted by regulation.
  • The DHS Office of General Counsel will enforce prohibitions on prohibited personnel practices and not the Office of Special Counsel.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Position is eligible for situational-only telework based on agency policy. (This is NOT a remote position)
  • This is an SES position and requires a signed mobility agreement to relocate as necessary.
  • Emergency Essential position required to sustain operations under all conditions such as in the event of a localized emergency situation and/or to ensure Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.
  • Must possess and maintain a valid state issued driver's license to conduct official government business.
  • Must possess, or submit to, a Single Scope Background Investigation adjudicated to Intelligence Community Directive 704 standards.
  • Must currently hold, or submit to, a Tier 5 investigation to a Top Secret clearance and access to Sensitive Compartmented Information and must sign the applicable non-disclosure agreements.

EXECUTIVE CORE QUALIFICATIONS (ECQs): As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed in the "Required Documents" section below.

Your resume must address each ECQ separately and demonstrate the underlying competencies. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).

MANDATORY TECHNICAL QUALIFICATION (MTQ)s: In addition to the Executive Core Qualifications, all candidates must show evidence of the following TQs below in order to meet basic qualifications for this position. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc.

MTQ 1 - Applicant must possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws. Applicant must demonstrate law enforcement experience applying federal, state, and local laws, investigative techniques, rules of evidence and criminal procedures, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related law enforcement matters. Applicant must possess senior management level leadership experience overseeing operational or law enforcement training programs. -OR-

MTQ 2 - Demonstrated experience in applying program management principles and practices required to develop training policy, programs, strategies, and operating practices; to evaluate and assess overall accomplishment and to provide long-range planning and goal setting for directorate, including issues involving resource allocation. Applicant must possess senior management level leadership experience overseeing operational or law enforcement training programs.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
