Summary

The Chief Innovation and Investment Officer (CIIO) provides executive leadership and direction of the mission unit responsible for guiding the evolution of the NPSBN and associated services over a multi-year time horizon. This includes forward-looking research and planning to identify opportunities for evolving the FirstNet network and services to improve its capabilities and resilience in alignment with the needs of public safety users.

Duties

The Chief Innovation and Investment Officer (CIIO) leads the cross-functional investment and innovation operations of the FirstNet Authority enterprise, facilitating collaboration among all enterprise mission units and relevant key stakeholders to direct future investment and enhancements within the NPSBN. This includes, but is not limited to:

  • Executing the policies, plans and processes required to evolve the NPSBN and expand network coverage via reinvestment as mandated by the 2012 Middle Class Tax Relief and Job Creation Act (the Act).
  • Establishing and/or maturing vendor, stakeholder and governmental relationships, including the public private partnership responsible for deploying and operating the NPSBN as well as relevant technology/solution providers.
  • Guiding the intake, analysis, visualization and utilization of NPSBN and stakeholder feedback data to enable justifiable investment and innovation decisions.
  • Oversee financial assessment and analytic efforts regarding the NTIA Fee Review, management of the investment process, execution of independent government cost estimates, and annual capital allocation and planning efforts.
  • Provides thought leadership regarding the transformational impact of wireless broadband technologies on public safety mission critical operations via a robust official standards development approach along with industry and relevant academic institution engagements
  • Provide mission-oriented, solutions-focused leadership to a cross-functional, dynamic team that facilities professional and intellectual growth and embodies the FirstNet Authority core values of integrity, the pursuit of learning, commitment, creativity, a focus on results and the promotion of diversity, equity, inclusion and accessibility.
  • Represents the FirstNet Authority in relevant meetings and groups of executive-level leaders from NTIA, the Department of Commerce and/or other Federal agencies. Supports collaborative problem solving and improvements to applicable systems and processes.

Qualifications

To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to evaluate executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Professional/Technical Qualifications:

  1. Demonstrated experience driving the development and/or evolution of wireless broadband communication solutions to meet public safety mission critical communications and operational needs.
  2. Demonstrated experience leading the technical and financial reinvestment evaluation/maturation processes to successfully guide investment activities for public safety technology enhancements and associated development of capital planning models.
  3. Demonstrated experience leveraging data sets gathered from diverse sources to support data-driven decision making for a government or private-sector organization to meet unique stakeholder needs.

Background Investigation/Clearance: This position is designated as Special-Sensitive (High Risk) | Top Secret - Sensitive Compartmented Information (SCI).

You will be evaluated for this job based on how well you meet the qualifications above.
