Duties

  • The primary responsibility of the position is to provide direction in all phases of the organizations program, work responsibilities and authorities by providing supervision, leadership, and guidance to staff.
  • The position oversees all work related to realty, mineral permitting, Inspection and Enforcement. Responsible for managing staff and workload and ensuring quality of work as well as accomplishing workload targets.
  • The position is responsible for supervising 4 subordinate supervisors and provides guidance and direction as well as leadership for those supervisors and their programs.
  • Serves as a backup to the Field Manager and as Acting Field Manager during his or her absence. Collaborates with the Field Manager to assist in the various decision making processes.

Qualifications

FOR GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Understanding of leadership principles and techniques to effectively motivate, train, mentor and facilitate work of employees functioning as members of interdisciplinary teams.
  • Knowledge of personnel management and EEO principles, procedures, and techniques, and the ability to apply them fairly and equitably.
  • Extensive knowledge of NEPA and the permitting process as outlined in Onshore Orders.
  • Knowledge of overall Bureau programs, policies, procedures.
  • Have experience in the Fee/Fee/Fed (FFF) and Split Estate (SE) as it pertains to federal leasing and permitting, as well as a thorough understanding of the Federal Oil and Gas permitting process on Federal lands.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work is primarily in an office setting. There is a frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopter, and boats. there is a potential for adverse climatic conditions. Field work involves walking, bending, and climbing on steep and rough terrain.

Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e. rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as reulations as prescibed in manuals/supplements or by the Safety Officer.
