Summary

The Assistant Hospital Housekeeping Officer (AHHO), Environmental Management Service (EMS), serves as a full deputy to the Hospital Housekeeping Officer and is responsible for the planning, organization, staffing, control, evaluation, and directing the environmental management functions of all EMS operations

Duties

Duties include but are not limited to:

  • Functions as a staff official and full deputy to the Hospital Housekeeping Officer in the planning, coordinating, and directing of short and long-range operating activities of a total program designed to provide a sanitary environment appropriate to an active and diversified system.
  • Performs designated administrative and supervisory functions to assist the HHO in carrying out the responsibilities of the office.
  • Contributes to the development of the Service budget in terms of personnel, equipment, supplies, and in preparing justification for new materials, new equipment, and staff needs.
  • Exercises broad managerial knowledge and technical expertise within the various disciplines involving managing, administering, operating, and supporting services and programs related to sanitation operations and safety of the facility.
  • Interprets local and agency policies and communicates policies for EMS consistent with local personnel.
  • Initiates personnel actions when appropriate.
  • Delegates to subordinate supervisors and holds them accountable for the performance of their assigned duties.
  • Assists in the direction and maintenance of a system of reports and records which reflect the status of equipment, supplies, and materials, operational needs, and adjustments, as well as a variety of personnel and workload reports inclusive of personnel actions.
  • Routinely inspects wards, rooms, corridors, stairways, lavatories, and administrative areas for cleanliness and observes quality of work of employees.
  • Actively shares in the development and establishment of policies and procedures for quality control of environmental services and reduction of sanitary techniques and practices.
  • Serves as a member of the Infection Control Committee and is responsible for recommending policies, procedures, and products relative to the infection control responsibilities of Environmental Management, along with the infection control policies of the Infectious Disease department of the facility.
  • Assists in the development and maintenance of standards for cleanliness and sanitation, frequency of cleaning, methods, procedures, necessary supplies, and safety precautions to be followed.
  • Assists in the overall management and financial responsibility for the facility textile operations.
  • Assists in the development a total integrated pest management plan.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in the selection and hiring, training, promotion, and overall leadership and management of an Environmental Management Service; identify ways to resolve problems or cope with issues that directly affect the accomplishment of principal program goals and objectives; Responsible for the implementation and management of the EMS budget; plan, coordinate, and direct short and long-range operating activities; ensure facility compliance within area of responsibility with EPA, OSHA, JCAHO, and other regulatory entities; make decisions and actions that have substantial impact on program objectives, goals, funding, scheduling, organizational structure and allocation of resources; Responsible for collaborating with the Chief in the management of the MC's Waste Management Program and the required compliance reporting; serve as Assistant Textile Care Officer and is responsible for active participation in the management of the technical aspects of linen operations. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at a graduate level or beyond.
In addition to the qualifications listed above, this occupational series has an Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can not be waived.   • Education
    • Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position.
    • Graduate Education: Major study -- public health or business administration with emphasis in hospital administration.

  • Experience:
    • Specialized Experience (for positions above GS-5): Experience in two or more of the following areas, or other work related to the position to be filled:
      • Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
      • Experience in laundry and linen management.
      • Experience in interior design management.
      • Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
      • Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

One year of formalized hospital administrative residency or internship in hospital administration or hospital housekeeping management is equivalent to 1 year of GS-5 level specialized experience therefor will not factor into qualifiying for this position
