Duties

  • Assisting the Service Chief, in planning, directing, controlling, and managing an administrative service designed to accomplish the mission of a Medical Center Environmental Management program appropriate to an active, complex, and affiliated teaching/research/patient care facility.
  • First levelsupervision over the General Foreman and second levelsupervision of over 145 FTEE that include housekeeping supervisors, housekeeping work leaders, housekeeping aids, Laundry working supervisor, Laundry working lead, Laundry workers, Program Specialist, Program Assistant, Material Handlers of the Environmental Management Service.
  • Prepares, maintains, and monitors work plans for staff utilization.
  • Notifies supervisors when needed, to revise work schedules, rules of conduct, and disciplinary procedures.
  • Participates in establishing the performance standards of employees in the Service.
  • Training and development of EMS employees.
  • Assists in developing, reviewing/revising, and administering a trainee program for service personnel at all levels, including the training of supervisory staff as well as all direct labor personnel.
  • Sanitation: developing cleaning procedures, frequency of cleaning schedules, and cleaning supply usage instructions designed to maintain high quality visual and bacteriological cleanliness of all floor types, walls, ceilings, bathroom fixtures, furniture, housekeeping equipment, window treatments, cubicle curtains, light fixtures, stairwells, waste cans, and other miscellaneous areas and items, taking into account the unique physical characteristics in a healthcare setting and the many diversified functions of specialized medical center departments and medical programs, and other duties as assigned.
  • Pest Control: control of all rodents and pests for all interior and exterior buildings, grounds, and outlying areas that include gopher control. Ensure the Pest Management Program complies with VA directives and policies as well as the county, state, and other federal guidelines.
  • Linen Distribution Program: Ensures that linen is managed, delivered, and secured throughout Long Beach. Included in this program is Uniform Services which is the purchasing and distribution of uniforms to staff and maintaining the inventory.
  • Waste Management and Recycling Program: management oversight responsibility for the medical center's Waste Management Program and the required compliance reporting. Responsible for directing efforts to meet regulatory goals for reducing solid waste disposal.
  • Assists in both short and long-range program planning, the establishment of service policies, assists management in top-level decision-making concerning shorthand long-range strategic planning, policy setting and daily operations and is responsible for Systems Redesign process improvement efforts across EMS.
  • Assists with planning staff and budgetary requirements, doing systematic and quality assurance reviews of program activities, and program control and leadership.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in two or more of the following areas, or other work related to the position to be filled:
    -Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
    -Experience in laundry and linen management.
    -Experience in interior design management.
    -Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
    -Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences or meetings, facility tours, facility inspections, conducting presentations, and occasional visits to various work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required. The regular and recurring work of the position is performed in a work environment that involves normal everyday low risks or discomforts typical of offices, patient rooms, sterile environment, hazardous environment, or commercial vehicles. The work areas are lighted, heated, and ventilated.
