To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

In order to meet the
BASIC REQUIREMENTS of the Hospital Housekeeping Management 0673 Occupational Series, you must possess:
Individual Occupational Requirements (IOR):
- Education: Major Study area in public health or business administration with emphasis in hospital administration
- Three (3) full years of progressively higher level graduate education leading to such a degree, OR
- LL.M., if related.
OR
- Specialized Experience: At least one year experience in two or more of the following areas, or other work related to the position to be filled:
- Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
- Experience in laundry and linen management.
- Experience in interior design management.
- Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
- Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.
OR
- Combination of Education and Experience: A combination of graduate education in the Major Study Area and Basic Specialized Experience totally at least one year may be used to meet total qualification requirements for the grade.
- First determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
- Only graduate education in excess of two full years (the amount required for the next lower grade level) may be used to qualify applicants at GS-11.
IN ADDITION TO THE ABOVE IOR, theapplicant must possess at least one (1) year of
specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of Hospital Housekeeping Officer.
Examples of specialized experience include but not limited to:
- Knowledge of EMS program principles and procedures applicable to a wide range of duties in one or more program and/or functional areas, and a high level of skill in applying this knowledge to solve complex problems.
- Knowledge of statutes, regulations, licensing/permitting requirements, and precedent decisions governing environmental programs and waste management and knowledge of data system development to determine needs, evaluate program effectiveness and assure compliance with regulations.
- Management, administrative, or coordination knowledge and skill sufficient to provide advisory, reviewing, evaluating, educating and/or training, negotiating, or problem solving services as a troubleshooter specialist or coordinator on specific problems, projects, programs, or functions (e.g. developing, coordinating, reviewing, and evaluating the implementation of work plans, including estimates of staffing needs, equipment, and supplies and detailed instructions necessary to carry out the plans, for complex long term toxic waste cleanup projects).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary, although there may be some nominal walking or standing for short periods or carrying light loads of papers, books, or reports that do not require special physical demands.
