Summary

The Assistant Hospital Housekeeping Officer serves as the Assistant Chief, Environmental Management Services (EMS) and senior management on EMS program concerns. The program responsibilities encompass seven functional areas in the service, Control Janitorial Maintenance Services, Environmental Rounds, Interior Design, Linen/Uniform Management, Patient Effects, Pest Control, Signage Program, and Special Events.

Duties

Major duties include, but are not limited to:

  • Develops and provides Medical Center management and clinical staff information on methods, techniques, and procedures necessary to integrate the Environment Management Services (EMS) programs in to the mission of the Medical Center.
  • Develops and prepares the annual EMS budget allocate available funding to various functions within EMS.
  • Inspects the facilities on a routine (daily/weekly) basis to ensure compliance the facility operations and maintenance requirements of VHA, TJC, NFPA, EPA, OSHA, CDC and other regulatory bodies.
  • Responsible for the effective management of the following programs: Janitorial Maintenance Services, Environmental Rounds, Interior Design, Linen/Uniform Management, Patient Effects, Pest Control, Signage Program and Special Events providing guidance to two Assistant Chiefs of Environmental Management Services', supervisors and subordinates.
  • Develops, evaluates, adapts, and modifies policies and procedures, including infection control protocols, for all service/program functions.
  • Ensures the establishment of adequate training programs to meet compliance with Veterans Health Administration (VHA) or Medical Center policies.
  • Acts as Contracting Officer's Representative (COR) on service contracts.
  • Analyzes and develops unique or specialized criteria or techniques for dealing with controversial issues when there are no specific guidelines or data.
  • Coordinates and maintains liaison with organizations having related assignments, other agencies, contractors, state and local government authorities, and general public.
  • Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm. Work schedule is subject to change based on agency needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement for Hospital Housekeeping Management Series (0673): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and cannot be waived. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

  • Education
    • Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position.
    • Graduate Education: Major study -- public health or business administration with emphasis in hospital administration.

OR

  • Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled:
    • Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
    • Experience in laundry and linen management.
    • Experience in interior design management.
    • Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
    • Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.
OR
  • Other: One year of formalized hospital administrative residency or internship in hospital administration or hospital housekeeping management is equivalent to 1 year of GS-5 level specialized experience.

In addition to meeting the above IOR requirement, you must also meet the specialized experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, directing, and evaluating programs (such as housekeeping, janitorial maintenance, etc.); handling budgets, staffing, equipment, contracts, and other resources to ensure efficiency and cost-effectiveness; performing a full range of supervisory duties such as assigning and evaluating work, making hiring recommendations, and resolving staffing issues; writing and implementing policies, procedures, and practice guidelines for your service area (such as housekeeping). OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a PH.D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or a LL.M, if related, that demonstrates the knowledge, skill, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a Master's or equivalent graduate education may be used to qualify applicants for the GS-11 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Preferred Experience:
  • At least 2 years of management experience in a housekeeping role, strong leadership and communication skills, and familiarity with Standard Operating Procedures.
  • Experience leading and motivating a team is crucial, along with strong communication and organizational skills.
  • Proficiency with essential computer programs such as Microsoft Office Suite (Word, Excel, Outlook).

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office, however, there is exposure to communicable disease, physical and verbal abuse from disturbed patients or distraught visitors.
