Summary

The Office of the Inspector General of the Intelligence Community is searching for candidates who can join us in fulfilling our important mission: to eliminate fraud, waste and abuse in the Intelligence Community. We are looking for like-minded people to join our fast-paced team. IC OIG is comprised of four offices: Legal Counsel, Audits & Inspections, Investigations & Intake, and Strategy & Support.

Duties

Serving as the Assistant Inspector General for the Office of Strategy and Support, the incumbent is the principal advisor to the IC OIG front office on administrative matters involving the daily operations including, but not limited to the efficient and effective management of strategic planning, budget management, human capital operations, information technology, and task management.

Financial Management: Ensure the development and efficient implementation of budget planning, programming and execution; funding; financial and contract management; manpower accountability, allocation, and reporting.

Direct the development of directives for dissemination to PDIG and Assistant Inspectors General (AIGs) to receive their guidance in preparing resource estimates.

Direct the preparation of a consolidated IC OIG long-range resource estimate.

Interpret Office of Management and Budget and the Office of the Director of National Intelligence (ODNI) policies and procedures for preparation and submission of budget estimates.

Manage and oversee budget execution for personnel and workload requirements, available personnel, and financial resources.

Information Management: Ensure the development and efficient maintenance of information systems; information management, control, and reporting; records management, publications, forms management, and management analysis.

Direct the design, development, and implementation of the IC OIG management information system, including the management of data bases and communications networks.

Direct the development of long-range automation plans and programs and approving hardware and software acquisitions.

Promote the exchange of information and resources within IC OIG components.

Administration and Logistics Services: Ensure evaluation of the effectiveness of support service functions and daily operations such as travel, space, mail, and records management; report development, printing, and reproduction services; property, supplies and equipment, and procurement.

Ensure the efficiency of overall support services program management and revision of policies and procedures.

Human Capital Management: Ensure the development and efficient implementation of recruitment, staffing, position classification, and position management; performance management and incentive awards; employee and management relations, affirmative action, and pay and leave administration.

Program Management and Supervision: Actively participate with IC OIG leaders in all significant management planning and decision-making actions. Review and authenticate significant reports and correspondence to IC IG, the DNI, and external agencies such as the OMB and the General Accountability Office, in resource management areas.

Oversee the strategic implementation of the IC IG-approved work plan.

Direct the activities of IC OIG administrative personnel, participates in the IC OIG staff conferences to help consider and advise IC OIG management officials on major resource management issues, policies, and problem areas to assure the IC OIG mission has adequate funds, manpower, facilities, other managerial systems, services, and resources to accomplish its mission.

Represents the IC OIG with authority to commit and negotiate on a variety of resources or financial management matters having direct and critical impact on the IC IG.

Provide advice, counsel, and instruction to subordinates; resolve major problems; make selections; serve as approving official for performance appraisals and training requests; approve leave; and implement ODNI, IC OIG, and Equal Employment Opportunity policies and procedures.

Manage the OIG's participation in the IC IG Forum activities; lead Executive Secretariat support to the statutory IC OIG Forum that serves as a mechanism to promote the work of all Inspectors General within the IC.

Performs other duties as directed by the Inspector General. Establish, guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals.

PROBATIONARY & TRIAL PERIODS

Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

Mandatory Requirements

Advanced experience in providing business operations and project management.

Strong analytic, strategic planning, and critical thinking skills, including the ability to conduct assessments of business processes to identify needs and requirements, and to develop process and improvement recommendations and plans of action to satisfy organizational mission requirements.

Expert communication skills, including the ability to write clearly and effectively, persuade senior leadership, communicate effectively with people at all staff levels (both internal and external to the organization), brief management on reviews and findings, and organize and edit written reports of varying length and complexity.
