Summary

The position is in the Senior Executive Service (SES), a small elite group of top government leaders. The Inspector General (IG) reports to and operates under the general supervision of the Secretary of Defense. The DoD IG has responsibility to detect and deter fraud, waste, and abuse, and promote the economy and efficiency of DoD Programs and operations, in accordance with the Inspector General Act of 1978, P.L. 95-452, as amended.

Duties

  • Advises and informs the DIG-AUD on a broad range of matters related to cyber operations with emphasis on reporting fraud, waste, abuse, and deficiencies within the applicable areas of assigned coverage.
  • Governs the development of audit programs, procedures, guides, and instructions to be used by auditors in accomplishing assigned objectives.
  • Represents the DoD OIG in dealing with DoD, GAO, and other government and industry officials in audit matters involving assigned area(s) of responsibility. Represents the DoD OIG’s interest on councils and working groups.
  • Directs and approve audit reports for release as authorized by the DIG-AUD. Approves final audit responses on all management comments and statements involving audit results, findings, and recommendations.
  • Exercises leadership to ensure principles and standards of accounting, auditing, and management analysis are applied to varying and complex programs

  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
  • Males born after 12-31-59 must be registered or be exempt from Selective Service (see http://www.sss.gov).
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations
  • All newly appointed career SES leaders must sign the Mobility Agreement which is required as a condition of employment.
  • The incumbent must adhere to the DoD Standards of Conduct.
  • This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

Qualifications

Basic Requirement:
Degree:
accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Or
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; Or
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; Or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  1. Exercise professional knowledge in auditing concepts, principles, techniques, and practices needed to interpret and apply auditing standards to ensure a scope and quality of work that is meaningful and accepted by a wide range of users.
  2. Broad knowledge of DoD's cybersecurity and cyber operations. Specifically, exhibits knowledge and skill in auditing to ensure high quality, creative analysis, evaluation, and interpretation. Also, broad knowledge and skill in the development and/or use of new of innovative audit techniques or methodologies.
EXECUTIVE CORE QUALIFICATIONS (ECQ):
  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
