Summary

The Associate Chief Information Officer (ACIO) for Platforms serves as a principal advisor to the Chief Information Officer (CIO) and provides executive leadership for OPM's enterprise technology platforms and infrastructure. The incumbent is responsible for ensuring that the foundational technology capabilities required to deliver OPM's digital products and services are secure, reliable, scalable, and efficient.

Duties

As the Associate Chief Information Officer for Platforms, you will be part of the Office of the Chief Information Officer. The ACIO leads the organization responsible for OPM's core technology platforms, including cloud and on-premises infrastructure, networking, identity and access management, security infrastructure, artificial intelligence (AI) platforms, developer platforms, and enterprise workplace technologies. These platforms provide the shared capabilities that enable product teams across the agency to design, build, and operate mission systems and digital services. Working closely with the Associate CIO for Products and Data, the ACIO for Platforms ensures that platform capabilities align with the needs of product teams and that shared platforms can be consumed efficiently across the organization. The role focuses on establishing modern platform engineering practices, improving reliability and security of core infrastructure, and enabling faster and more effective delivery of technology solutions across the agency.

If selected, you will be responsible for the strategy, governance, and operation of OPM's enterprise technology platforms and infrastructure. Some key responsibilities include:

Enterprise Platform Strategy

  • Leading the strategy and evolution of OPM's enterprise technology platforms to support the delivery of digital products and services across the agency.
  • Ensuring that platform capabilities are designed for reliability, scalability, security, and operational efficiency.
  • Establishing a modern platform engineering approach that enables reusable, service-based technology capabilities across the organization.
Infrastructure Platforms
  • Overseeing OPM's enterprise infrastructure including cloud environments, on-premises infrastructure, compute, storage, and related operational services.
  • Leading modernization of infrastructure platforms to support hybrid and cloud-native architectures.
  • Ensuring infrastructure platforms provide resilient, high-availability environments capable of supporting mission-critical systems.
Network and Connectivity
  • Overseeing enterprise networking infrastructure, connectivity services, and related operational capabilities.
  • Ensuring reliable, secure, and performant network services that support agency operations and digital service delivery.
Identity and Security Infrastructure
  • Leading the management and modernization of identity and access management platforms across the agency.
  • Overseeing security infrastructure and platform capabilities that enable secure system development and operation.
  • Working in close partnership with cybersecurity leadership to ensure that security capabilities are embedded within enterprise platforms and integrated into technology delivery processes.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualification(s).

  • Knowledge of how advancing technology and methods provides an opportunity for the federal government to improve business operations and efficiency. Advancing technology and methods include digitalization, automation, data science, and agile frameworks.
  • Knowledge of federal information technology (IT) resource management.
  • Knowledge of IT policies and guidance from the Office of Management and Budget (OMB) and Executive Orders.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:
  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
