Duties

The Associate Deputy Chief Information Officer (Associate DCIO), along with the DCIO, supports 77,000 IT/cyber operations and support personnel across the globe with a portfolio valued at $17B and across two uniformed Services. This position provides executive guidance and oversight and is responsible to the DCIO and Under Secretary of the Air Force for overall formulation and execution of policies and enterprise integration of resources related to IT and IT-related enterprise operations, cybersecurity, and related workforce development.

The Associate DCIO:

- Assists the DCIO in managing major IT and cyber operations activities. Plans, provides direction, and oversees the execution and implementation of long-range strategic plans and policies in the areas of IT and cyber operations functions across the Department of the Air Force.

- Serves as the primary advisor to the DCIO in the following mission areas: (1) Cybersecurity; (2) Weapon system support through IT and cybersecurity integration and support; (3) Mission Area Integration of Enterprise IT Service delivery; (4) Joint Information Environment to include cloud, end points, and Enterprise Information Services; (5) DoD Enterprise IT Reform; (6) Enterprise Architecture and Portfolio Management; (7) Digital Transformation initiatives across the Department of the Air Force business and weapon systems functions through defense innovations teams; (8) Production and oversight of the annual multi-billion dollar Department of the Air Force Information Technology budget; (9) Artificial Intelligence/Machine Learning formulation, strategy, and direction; (10) Compliance with Chief Information Officer statutory authorities to include the Clinger Cohen Act; (11) Enterprise Governance and related Architecture; (12) Communications and Information systems management and integration; (13) Leading the development of 77,000 Communications and Information/Cyber career civilians; (14) Records Management Policy Compliance; (15) Privacy Act Policy and Compliance; (16) Freedom of Information Act Policy and Compliance; (17) Engagement with the Department of the Air Force Chief Data Officer to develop enterprise approaches to data sharing and analysis; and (18) Publishing enterprise technical standard baselines in concert with Service and Federal agencies.

- Provides oversight for the Department of the Air Force IT and cyber operations programs for compliance with legal and regulatory requirements and alignment with Department of the Air Force strategic goals and objectives.

- Develops and/or oversees the development of IT and cyber policies and processes for implementation and use across the mission areas.

- Advocates for critical resources (financial, materiel, manpower, and information) needed to carry out AF-wide integration efforts through partnership with the Cyber/IT administrative and executive officials, Lead Agent, and Air Force Warfighting Integration Capability (AFWIC) and with all other principal leads across the Department of the Air Force in the Planning, Programming, Budgeting, and Execution (PPBE) process.

- Participates with the DCIO in building and leading cohesive, high performing organizational, joint and interagency teams in the development of policies and enterprise integration of resources to implement and achieve long-range strategic plans.

- Partners with executives at OSD, USCYBERCOM, DISA, and other COCOMs, DoD components and federal agencies, HQ USAF, HQ USSF, and SAF organizations, and other professional organizations to identify best solutions and future capabilities.

  • Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978
  • Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) may be required within 12 months of reassignment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

Education: A bachelor's degree from an accredited institution, in an appropriate engineering or technical field, is desired. A master's or advanced degree from an accredited institution, in an appropriate technical field or management, is highly desired.

SALARY: $184,363.00 - $217,000.00 per annum. (Air Force Tier 2) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary.

SES members are eligible for Performance-Based Salary increases and/or bonuses. This is a SES Career Reserved position and is assigned a precedence priority code of DV-5, Tier 2 for protocol purposes.

MOBILITY: Organizational and geographical mobility is essential in developing and managing SES and DISES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.
