Summary

This position is in the Military Personnel and Construction Directorate, Office of the Deputy Comptroller (Program/Budget), Office of the Under Secretary of Defense (Comptroller) (USD(C)). The Associate Director, Military Personnel and Health Care (Program/Budget) leads a team of Senior Budget Analysts who are involved in many of the Department's highest profile initiatives due to the size and scope of the Military Services' and Defense Health Program (DHP) budgets.

Duties

The Associate Director, Military Personnel and Health Care (Program/Budget) is responsible for all budgetary aspects of approximately $200 billion in Military Personnel and Defense Health Program (DHP) appropriations activities. Major duties and responsibilities include, but are not limited to:

  • Reviews and analyzes extremely complex and variable military programs and applies comprehensive knowledge of budget policy and procedures so that the individual programs may be evaluated in relation to the overall Defense funding constraints for the optimal use of Defense resources, including the Department's compensation and healthcare reform initiatives.
  • Evaluates funding requirements of Military Personnel programs based on strategic military plans and apply judgment as to the level of production lead times, attrition rates, availability of associated equipment or personnel, production capabilities, degree of modernization or modification, current and future pricing, and reasonable provision for contingencies.
  • Participates with the senior staff of the Under Secretary of Defense (Acquisition and Sustainment), the Under Secretary of Defense (Personnel and Readiness), and the Under Secretary of Defense (Policy) in the technical and financial evaluation of operating programs, including budget formulation, budget execution, and reprogramming of appropriated funds.
  • Develops and applies analytical tools (including statistical analyses, etc.) in an attempt to master a large volume of facts relating to each program and to interpret trends and conditions in the operating programs; furnishes guidance to the subordinate staff as well as the budgetary staff of the Military Departments on the improvement and application of the analytical tools and methods of presentation to assist them in every possible way in the preparation and evaluation of comprehensive budget estimates for the active, guard, and reserve force Military Personnel appropriations as well as DHP; and furnishes guidance on the development and improvement of programming methods and assumptions of the Military Departments to ensure the development of budgets is correlated, on an objective basis, with the overall programs.
  • Analyzes and evaluates budget estimates (including overseas contingency operations requests, supplementals, and budget amendments) and budget execution programs, including conducting such investigations and component briefings as necessary to determine the relevance, importance, and necessity of various program funding proposals.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS:
  1. Demonstrated expertise in the technical and financial evaluation of defense programs throughout the DoD budget process, including formulation, execution, and reprogramming.
  2. Proven ability to analyze complex military programs of nationwide scope or impact, advocate for budgetary interests for programs with nationwide scope or effect with OMB and Congress, and effectively communicate resource management issues.
DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within your resume, which may not exceed two pages.

You will be evaluated for this job based on how well you meet the qualifications above.
