National Technical Information Service is an agency within the Dept. of Commerce. The candidate will serve as Associate Director for Program Development/Chief Marketing & Sales Officer.

Duties

In this position, you will:

  • Supervise, manage, and lead a talented, multi-disciplinary team consisting of marketing, business development, communications, and customer experience specialists.
  • Coach, mentor, train, and develop a highly technical staff to consistently deliver superior customer service and communications.
  • Conceive, design, and implement an Agency-level lead generation and customer acquisition strategy that generates sufficient annual revenue to fund the Agency's operations and activities.
  • Partner and collaborate with relevant NTIS Offices, all aspects of the Agency's annual marketing and sales activities, including brand management, product promotion, advertising, digital marketing, social media, and customer relationship management.
  • Plan and execute a multi-year strategy that increases awareness among the Public and Federal Agencies, of the Agency's value proposition, authorities, products, services, and capabilities.
  • Conceive, design, and implement an Agency-level lead generation and customer acquisition strategy that generates sufficient annual revenue to fund the NTIS's operations and activities.
  • Develop and implement a business development or "pitch" strategy that presents to prospective customers, NTIS unique authorities, products, services, and capabilities.
  • Provide recommendations to the NTIS's annual planning and budgeting process, to equip the Agency with the best-in-class marketing, business development, and customer relationship management technologies.

Qualifications


To qualify, applicants must have one year of specialized experience equivalent to at least the GS-14 level. Specialized experience is defined as experience in managing business development, marketing, or sales activities; developing and implementing marketing plans, strategies, or budgets; creating marketing programs; and enhancing customer relationship management.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
