General Description of Assigned Duties:
- Demonstrates clinical, managerial, and mandatory competencies of the position.
- Must familiarize self with how their activities impact VA's goals to implement sound stewardship practices that are protective of the air, water, land, and other natural and cultural resources.
- Functions in the role of the Office of Patient Care Services, Associate Director of Patient Care Services (ADPCS)/Deputy Nurse Executive and/or Nurse Executive in his/her absence when assigned.
- Potentially requires flexibility in schedule & assignments, as this is a 24/7 hospital.
- Poised to articulate in communicating with people of varied educational levels and ethnic backgrounds.
- Willing to work cooperatively as a member of a team in all assignments, not limited to providing staffing coverage in other clinical areas.

Functions or Scope of Assigned Duties:
- Functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability.
- Provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the ADPCS and/or Deputy Associate Director for Patient Care Services.
- Key member of the nursing executive leadership team and is responsible for all aspects of care that fall under the operations service line, providing administrative oversight and direction in the programs within the service.
- Possesses solid knowledge of Nursing and Emergency Nursing regulations, Veterans Health Administration (VHA) guidelines, medical review criteria, clinical practice and documentation requirements, current standards of care, and compliance guidelines.
- Supports the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals.
- They champion a High Reliability Organization (HRO) with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness.
- Collaborates with interdisciplinary team members, including other program and service leaders at the facility and network. They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide.
- Relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels.
- Assist the ADPCS and/or Deputy ADPCS with healthcare operations and the functions and activities expected of them.
- Contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing.
Supervisory Control:
- The Associate Nurse Executive/Chief Nurse of Specialty Services reports to the ADPCS/NE and/or Deputy ADPCS. The ADPCS/NE and/or Deputy ADPCS provides the guidelines for the yearly Executive Career Field (ECF) performance plan.
- As a recognized authority in the analysis and evaluation of programs and issues, the ANE/Chief Nurse of Nursing Specialty Care Services is subject to administrative and policy direction concerning overall project priorities and objectives.
- At this level, the employee is typically delegated complete responsibility and authority to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness including collaboration with multidisciplinary partners to meet program goals.
- Typically exercises discretion and judgment in determining whether to broaden or narrow the scope of projects or studies. Analyses, evaluations, and recommendations developed by the employee are normally reviewed by management officials only for potential influence on broad organization policy objectives and program goals. Findings and recommendations are normally accepted without significant change.
