Summary

The Cincinnati VA Medical Center is looking for a Pharmacy Associate Chief who is responsible for the comprehensive services provided by the inpatient pharmacy in a complex affiliated institution which includes separate facilities located in Cincinnati, Oh, Community Outpatient Clinics, off-site specialty clinics, and a separate division at Ft. Thomas, KY.

Duties

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Functions or Scope of Assigned Duties.

a. Administration/Supervision/Leadership:

  • Provides a full range of supervisory duties over distributive and clinical staff including but not limited to: assignment of duties; development of performance standards; performance evaluation; counseling and appropriate level disciplinary actions, recommendations for appointment, awards, advancement, or disciplinary action, and interviewing potential employees.
  • Serves as Acting Chief, Pharmacy Service, when assigned in the absence of the service chief. Also, may serve as Acting Associate Chief in Inpatient, Outpatient, or Clinical sections in the absence of the Associate Chief in that area.
  • Monitors and maintains appropriate data and prepares reports and correspondence in a complete, accurate, and timely manner.
  • Initiates and demonstrates actions to support Equal Employment Opportunity.
  • As a fund control point official, prepares, monitors, and manages the drug budget and supplies budgets for the section. Reviews and certifies invoices.
  • Leads ongoing process improvement efforts in the applicable section of pharmacy utilizing systems redesign principles.
  • Participates in VISN and/or National workgroups, committees, initiatives, etc. May serve as chair or other leadership roles.
  • Leads selection panels and makes recommendations to the Pharmacy Chief for staffing selections.
  • Conducts internal reviews to ensure that the respective section operates at a satisfactory level and in compliance with VA and VHA directives, handbooks, policies and Joint Commission and other accrediting body standards.
  • May serve as the AHEC Pharmacy Manager, ensuring that the duties outlined in VHA Directive 1047 are fulfilled.
  • Develops and maintains intra and interdepartmental relationships to ensure that services provided are consistent with the needs of internal and external customers.
  • Ensures pharmacy services are delivered consistent with a high reliability organization.
b. Training and Education:
  • Provides education to health care providers regarding medication use.
  • Maintains basic knowledge of pharmaceutics, pharmacokinetics, pharmacodynamics, and pharmacotherapeutics in the area of practice.
  • Assumes an active role in the overall pharmacy-training program consisting of students, externs, interns, residents, and professional and non-professional staff members. Conducts on-the-job training and provides guidance through designated programs.
  • Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature and participating in continuing education programs.
  • Continuously identifies education and training needs of Pharmacy Service staff and develops and maintains effective pharmacy education and training programs.
  • Manages the pharmacist credentialing and ongoing and focused professional practice evaluations.
  • Completes all assigned training by due dates.
  • May participate as a formal coach/mentor.
c. Research:
  • Ensures participation in research activities is in accordance with all established guidelines and policies.
  • Coordinates the receipt and distribution of all drugs in an investigational and/or clinical evaluation status and maintains appropriate records regarding their use as applicable.
  • Designs, conducts or participates in research studies, acting as a principal or other investigator within an area of interest.
d. Purchase Card
  • Monitors the cardholder to ensure that purchase card payment transactions are reconciled within fourteen (14) calendar days of receipt of notice in IFCAP.
  • Monitors no more than ten (10) cardholders. Ratio must never exceed twenty (20) cardholders without obtaining a waiver.
  • Certifies procurements are legal and proper and that all items are received. Certifying all transactions made by the cardholder, assuring applicable documentation are maintained and questioning any discrepancies. Approving Official Checklist will be used to verify procurements are in compliance.

Basic Requirements:
  • Basic Requirements
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Education:
  • Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
  • Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

Licensure:
  • Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE:
  • Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

Exception:
  • Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed.
  • Failure to Obtain License: In all cases, pharmacists must actively pursue meeting state prerequisites for licensure starting from the date of their appointment. At the time of appointment, the supervisor will provide the unlicensed pharmacist with the written requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. Failure to become licensed within 2 years from date of appointment will result in removal from the GS-0660 Pharmacist series and may result in termination of employment.
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-14
Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.

Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.)

Preferred Experience: Previous supervisory experience preferred. Experience with inpatient operations and clinical pharmacy services preferred.
