Summary

Duties

  • Serves as a Government Flight Representative for U.S. DEVCOM C5ISR Center’s Exploitation Analysis and Response Division, Global Operational Support and Threat Branch.
  • Performs staff work aligned with administering unmanned/uncrewed aircraft systems (UAS) aviation programs in support of C5ISR Center efforts.
  • Serves as the principal representative and inspector of UAS aircraft activities exercising authority over major contracts with worldwide operations that range from UAS with varying avionics equipment.
  • Performs assignments that involve work in technical operational aspects of substantive mission-oriented programs of unusual difficulty and responsibility.
  • Perform equipment/systems operations, instruction, inspection, equipment testing and evaluation that are significant to the success of a key mission program or in advancing/enhancing the reputation of the organization as a leader in the field.
  • Inspecting, overseeing, and reviewing proposed UAS aircraft flight profiles and mission objective requirements that require a high degree of skill in determining aircraft performance and flight characteristics under critical flight conditions.
  • Inspects and reviews processes to ensure all UAS operators have achieved sufficient flying time to meet currency and aircrew training program requirements to sufficiently perform proposed UAS flight mission requirements.
  • Ensure all UAS operators have the knowledge and demonstrated skill in executing appropriate emergency procedures for the aircraft involved.
  • Enforces and regulates contractor compliance with agency, DoD, and contractor regulations associated with contractor’s conduct of operations on UAS aircraft.
  • Is senior resident expert, advisor, and regulator for flight operations, maintenance, manufacture and aircraft systems for contracts as covered by the Ground and Flight Risk Clause and Flight Risk Clause.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position is a TERM not-to-exceed six year’s position that may be extended, without limit, in up to six-year increments. Term appointment Statement of Understanding may be required.
  • Extended trial/probationary period is three years, unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Temporary business travel is required away from the duty station up to 35% of the time.
  • Requires some walking, stooping, standing, and carrying/lifting of light items up to 25 pounds.
  • Requires the incumbent to climb up ladders or steps to achieve access to cockpit areas in order to spot loose tools, etc., but will not require the incumbent to physically crawl/climb into a confined cockpit.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the next to lower pay band or GS equivalent in the Federal Service which includes one or more of the following areas:
  1. Maintaining knowledge of policies and regulations governing the usage of commercial-based technologies and RPVs (air, land, and/or sea) for training and operational support.
  2. Leading and overseeing efforts to certify aircrew and unmanned/uncrewed aircraft systems (UAS) operators to an aircrew training program standard in accordance with regulatory requirements, performing regular and routine inspections of the aircrew training program processes and standards.
  3. Compiling, reviewing, and/or inspecting reports, checks and logs on the suitability, functionality, and general practicability of the UAS aircraft and components or systems.
  4. Maintaining knowledge of the mission objectives and flight profiles for counter-UAS test and experimentation efforts, global counter-UAS warfighter exercises, and worldwide counter-UAS vulnerability assessments to inform counter-UAS technology functionality and effectiveness, warfighter familiarity, and mission assurance.
