Summary

The Aviation Safety Inspector serves within the Aircraft Certification Service (AIR) as the Training Portfolio Manager. They plan and perform multiple, varied, and complex assignments that involve providing leadership to others and offering authoritative technical expertise.

Duties

The incumbent applies comprehensive knowledge of the aviation safety manufacturing specialization and a broad knowledge of Aircraft Certification Service’s (AIR) mission and goals to coordinate improved technical training and development programs concerning the regulations, policies, and procedures applicable to the design, manufacturing, testing, and certification of aircraft. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Typical assignments may include:

  • Develops and coordinates Aviation Safety Inspector training policy.
  • Analyzes, evaluates, and defines sensitive, complex technical training requirements for the operational Aviation Safety Inspector work force and designees.
  • Validates currency of existing courses in respective curriculums; determines content gaps in curriculum and assesses effectiveness of the curriculum through various methods that may include interviews, surveys, and other assessment tools.
  • Collaborates and coordinates with FAA LOBs, AVS service units, industry, international, academia, and bargaining units on areas of common interest pertaining to training of Aviation Safety Inspectors.
  • Acts as focal point within AIR for all things pertaining to Aviation Safety Inspector technical training.
  • Recommends strategies for closing curriculum gaps through internal training development or acquisition from internal and/or external content sources; recommends new projects and participate in training needs analysis teams.
  • Ensures alignment of curriculum with AIR business objectives, policy changes, workforce competency models, career paths, innovative technologies, and hiring trends.
  • Tracks and interprets workforce data such as relevant position descriptions, job analysis tools, competency models, and other relevant data for trends that may impact curriculum development.
  • Collaborates with training developers and stakeholders in reviewing AIR training programs to provide recommendations and inform future course development or revision.

The incumbent serves as a principal technical specialist and performs assignments that involve providing leadership to others in applying and providing authoritative technical expertise. Independently plans, designs, and carries out programs, projects, or other work.

Interprets policy and provides guidance to lower-level inspectors on difficult or complex policy interpretations. Follows established laws, orders, policies, and regulations that provide general guidance for completing work objectives but is allowed considerable discretion to develop new or innovative approaches. Uses resourcefulness, initiative, and judgment based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable.

Work is considered technically authoritative and is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Qualifications

All applicants must meet the following requirements:

  1. Not more than 2 separate incidents involving Federal Aviation Regulations violations in the last 5 years;
  2. Have a valid state driver's license;
  3. Be fluent in the English language;
  4. Have no chemical dependencies or drug abuse that could interfere with job performance; and
  5. Be a high school graduate or equivalent.

MEDICAL REQUIREMENTS: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:

  1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
  2. Have the ability to hear the conversational voice (hearing aid permitted);
  3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.

Applicants for Aviation Safety Inspector (Manufacturing) positions must meet one of the following requirements:

  1. Experience in the area of quality systems, methods, and techniques in the manufacture of products and/or articles that demonstrates the ability to determine whether aircraft and related products meet the approved design criteria, or the design criteria on which approval is being sought and is in condition for safe operations; or
  2. Experience involving either the actual issuance of airworthiness certificates or having responsibility for managing programs leading to the issuance of original airworthiness certificates or original export airworthiness approvals for products and/or articles; or
  3. Experience involving a combination of paragraph A and paragraph B above.

Acceptable specialized experience for paragraph A includes actual experience in a majority of the following areas:

1. First article, in process and final assembly inspection.
2. Quality assurance provisions of special processes (e.g. heat treating, brazing, welding, carburizing, plating, CAD-CAM, robotics, software quality control, etc.,)
3. Destructive and non-destructive inspection.
4. Manufacturing processes.
5. Airworthiness assurance.
6. Developing and implementing quality systems and procedures.
7. Testing procedures; and
8. Use of improved design data.

The experience in paragraph A or B is typically acquired in such positions as:

1. Quality engineer.
2. Quality systems supervisor/manager.
3. Quality systems auditor.
4. Service representative with technical quality experience.
5. FAA designee such as a designated manufacturing inspection representative (DMIR); or
6. Designated airworthiness representative (DAR) authorized to perform manufacturing inspection functions on behalf of the FAA.

In addition to the basic qualification, To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE for this position is:

  • Experience converting procedural requirements into functional design to provide reliable and accurate course development;
  • Assisting, conducting, or performing various technical functions related to design, manufacturing, testing, and certification of aircraft
