This position serves as an Aviation Safety Operations Officer in a Federal Aviation Administration (FAA) Regional Operations Center, Office of Policy and Strategic Engagement (APL), Office of National Engagement and Regional Administration (ARA). The position reports to the Regional Operations Center (ROC) Manager.

Duties
Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced Aviation Safety Operations Officer. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.
Applies experience and advanced technical knowledge to monitor and advise on events and matters regarding safety and applicable to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems and to improve processes. Applies technical knowledge of FAA policies and objectives to accomplish projects/programs and work activities as follows:
Monitors and Assesses Aviation Events: Continuously monitors the National Airspace System (NAS) and evaluates aviation-related events—including aircraft accidents—to determine impacts on the NAS, FAA offices/facilities, regional customers, and National Transportation Safety Board (NTSB).
Incident Notification and Coordination: Informs and coordinates with response personnel and organizations such as FAA Air Traffic Facilities, Flight Standards District Office (FSDO) and NTSB Accident Investigators, the FAA Accident Investigation and Prevention office, and relevant FAA Lines of Business (LOB)/Staff Offices (SO).
Prioritizes Urgent Matters: Identifies situations requiring immediate attention from Regional FAA managers or the Washington Operations Center.
Incident and Accident Support: Provides or arranges for support from the office of primary responsibility during accidents, incidents, or national security events; acts as executive agent for the NTSB to direct local law enforcement to secure accident sites.
Maintains Situational Awareness: Receives, processes, and tracks information on facility outages, accidents, emergencies, and unusual occurrences, ensuring all appropriate parties are promptly notified of situations impacting facilities.
Communication Management: Operates Regional Operations Center (ROC) equipment and systems to receive, dispatch, and record written and verbal messages—including those from the Office of the Administrator—affecting the NAS or Region Specific Offices. Facilitates communication between agencies, FAA managers, specialists, and LOB requiring precise incident information.
Operates independently during shifts, immediately responding to urgent requirements prior to advising higher authorities of actions taken. Contacts are with ROC personnel, FAA managers and executives, as well as FAA and state and local officials responding to contingencies.
Performs collateral duties assigned on an individual basis.
Must be able to perform shift work on a 24 hour, 7 day a week basis.
Supports Department of Transportation HQ Resiliency backup functions and/or FAA HQ devolution functions requiring the ability to obtain and maintain a top secret clearance.

Qualifications
To qualify at the FV-I level, candidates must have One Year (52 weeks) of specialized experience equivalent to the next lower grade level (FG/GS-12, FV-H) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience include a comprehensive knowledge of the functions and characteristics of the National Airspace System (NAS) and aviation nomenclature and experience providing communications support and/or incident response coordination.

This position is covered by the Department of Transportation's Drug and Alcohol Testing Program.
