Duties
The position will serves as a program lead in assigned areas of responsibility providing expertise on technical matters, programs, and procedures relating to the National Airspace Systems.
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist, project manager, or team leader for large work activities.
Assignments frequently require comprehensive technical knowledge and experience with the National Airspace System (NAS) working across functional and/or organizational lines. Typical assignments may include complex system design and integration; extensive research and analyses; investigation and audit activities; compliance actions; and direct responsibility for project/program management.
Advises the Quality Control management team on a variety of program management issues that are sensitive or have significant impact on the Service Area. Participates on national and service area projects in making policy or procedural changes which have operational impact on the Quality Control Group’s mission. Based on knowledge of personnel practices and organizational functions, provides professional support and advice to the Group Manager on matters related to the efficient and effective management of the Quality Control Group.
Defines, organizes, and recommends resources necessary to accomplish organizational objectives and large work activities to the Quality Control Group management team.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs, and other work activities. Communicates results to all levels internally and externally. Plays a lead role in drafting, reviewing, and editing reports for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies and procedures. Coordinates significant technical matters with representatives of external organizations.
Works with management to solve problems. Provides policy guidance and instruction to others, both internally and externally. Develops plans, techniques, and policies to address current or anticipated problems and issues. Draws on experience to solve unusual problems and may create new innovative approaches or solutions.
Work is rarely reviewed, typically through status reports and at project completion, to ensure technical compliance and alignment within the requirements of the project or other work activity.
Work activities typically impact directly on the objectives of one or more Line of Business (LOB)/Staff Offices (SOs) and may impact on the objectives of the FAA.
Travel Requirement: Occasional Travel - the job may require travel from time-to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level of FV-I/Level IV or the equivalent FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position is: Experience and knowledge of organizational development to include NAS Operations, integration of products and resources; and experience in leading and mentoring.
