Duties
The successful candidate will perform the full range of Branch Chief duties.
Such duties include but are not limited to:
- Leads agencywide IT governance activities, including demand intake, requirements collection, portfolio coordination, and facilitation of structured decision-making for IT investments.
- Oversees planning, scheduling, and execution of governance board operations, including preparation of materials, documentation of decisions, and tracking of actions and follow-ups to ensure accountability.
- Supports compliance with federal IT requirements by implementing Capital Planning and Investment Control (CPIC) processes, maintaining governance artifacts, and ensuring alignment with federal mandates and audit needs.
- Coordinates across Enterprise Architecture, Strategic Vendor Management, and with other office divisions to ensure integration of governance processes and clear communication among stakeholders.
- Manages Branch operations, including resource allocation, priority setting, workforce supervision, performance management, and contractor oversight, including the Contracting Officer Representative (COR) responsibilities.
- Ensures approved IT initiatives transition effectively to execution by facilitating prioritization, sequencing, scheduling, and monitoring of portfolio performance and reporting.

Qualifications
In order to qualify for this position, Applicants must have one year of specialized experience equivalent to the GG-14 level or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as: experience applying IT governance principles and frameworks, including Capital Planning and Investment Control (CPIC), enterprise IT portfolio management, and related governance processes to support organizational decision-making; interpreting and applying Federal IT laws, regulations, policies, and guidance, including the Federal Information Technology Acquisition Reform Act (FITARA) and Office of Management and Budget (OMB) directives; analyzing and presenting complex technical and business information to inform organizational decisions; coordinating IT governance processes and facilitating structured decision-making among multiple stakeholders; leading projects and supervising staff; and communicating effectively with technical and non-technical audiences.
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

- Possess a high degree of expertise, including hands-on experience managing and leading efforts to gather, consolidate, and analyze IT needs and facilitates governance processes that supports evaluation, prioritization, and oversight of IT investments to meet compliance with FITARA, OMB, CPIC and other federal requirements.
