Summary

This position is part of the Department of the Air Force. The incumbent will be responsible for serving as lead Information Technology (IT) budget analyst performing a wide variety of financial functions involving the formulation, justification, execution and analysis of the Transportation Working Capital Fund (TWCF) budget for IT and Capital.

Duties

This position is being filled under Direct-Hire Auth (Certain DoD Personnel), PL 118-31, Sec 1250B(i)(2), 12/22/2023

As a BUDGET ANALYST at the GS-0560-13 some of your typical work assignments may include:

  • Serving as subject matter expert on the TWCF and other appropriations providing advice, assistance, and guidance on budgeting and related information for information technology and capital programs.
  • Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets.
  • Providing financial advice on budget related matters for substantive national programs such as effects of budgetary changes on related activities and information technology programs, status and use of working capital funds.
  • Advising senior management on the status and availability of funds, and the use of appropriate funding.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal Service, military and/or private sector:
  • Performing all aspects of budget analysis, formulation, justification, presentation, execution and review of the multi-year budget submission.
  • Conducting analyses of budget and cost information, and advising on and presenting to senior management the status, availability, and appropriate use of funding.
  • Applying results of financial/budget related analysis to solve problems and make recommendations.
  • Analyzing source of factual data and information, and application of analytical methods and techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

FINANCIAL MANAGEMENT CERTIFICATION: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.

CYBERSECURITY CERTIFICATION: Selectee
must attain and maintain the appropriate DoD approved baseline cybersecurity certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling the position, in accordance with DoD 8570.01M or DoD 8140.
